MEETING OF DECEMBER 9, 1987
The meeting of the Lexington Planning Board held in the Selectmen's Meeting Room,
Town Office Building, was called to order at 7:37 p.m. by the Chairman, Mrs.
Uhrig, with members Sorensen, Williams, Planning Director Bowyer, Assistant
Planner Rawski. Planning Board members Klauminzer and Wood arrived late.
Representatives of the following Boards attended: Board of Selectmen - John
Eddison, Jacquelyn Smith, William Dailey and Leo McSweeney; Lexington Housing
Authority - William Spencer, Ruth Nablo and Donald Wilson; LEXHAB - William Hays,
David Eagle, and Marshall Derby; Conservation Commission - Joyce Miller, Lisa
Baci, and Conservation Administrator Charles Wyman; Housing Advisory Committee -
Thomas Coffman; and Recreation Committee - Judith Marshall. Town Manager Richard
White was also present. Also in attendance was Frank Carney, representing Moore
Homes, Inc.
**************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ***************
324. Pine Meadow Development, Moore Homes: Mrs. Uhrig noted that the Board hoped
the meeting would result in the Town adopting a unified position on the develop-
ment of Pine Meadows. Mr. Bowyer explained the subdivision process to those
present and described what approvals would likely be necessary for approval of a
planned residential development. He also reviewed the method for calculating the
maximum allowable density for a development. He said that by using the cluster
concept, the development might resemble the "Drummer Boy" "Fiske Common" or
"Morrow Crossing" developments except at a slightly lower density.
In response to a question from Mr. Eddison about increased density and rezoning,
Mr. Bowyer gave a brief explanation of "transfer of development rights" assuming
the Meagherville school site was combined with the Pine Meadow site as one
site. He added a rezoning for a Planned Residential District (RD) would probab-
ly apply only if Moore Homes wants a density increase or to use a different type
of dwelling unit, such as multi -family, than is permitted in Section 9 of the
Zoning By -Law.
Mr. Bowyer explained the site analysis process required by the Planning Board,
and Mr. Wyman explained the Conservation Commission's process required for appro-
val under the Wetland Protection Act.
In response to a question from Mr. Coffman, as to what is the time frame from
review of site analysis to review of the definite plan, Mr. Bowyer replied about
4-6 months, but the schedule is dependent on how fast the developer can proceed.
Ms. Rawski explained the locus -context map and site analysis requirements. Mr.
Bowyer identified the neighborhoods around Pine Meadows. He added that there
were development restrictions on Town -owned conservation and recreation property
that could be changed only by a 2/3 vote of the Town Meeting and both houses of
the Legislature. He noted the school sites can be transferred from the jurisdic-
tion of the School Committee, with their approval, to the jurisdiction of the
Board of Selectmen and be available for inclusion as part of the development. He
also pointed out existing and potential points of access into the site.

Mr. Williams felt the guidelines should specify that only dry open space should
be consider acceptable as public open space. Mr. Eddison questioned whether the
golf course could be saved, and didn't the Board think the golf course is a
limited public use. Mrs. Miller noted the golf course is used for cross-country
skiing, sledding and jogging.
Mr. Hays reported LEXHAB has been approached by Interfaith Corp. about taking
over the management of the six low income units on Garfield Street.
Mr. Bowyer spoke on how the Town could have affordable housing included in the
development. In response to a question, he noted the Town can not require a
developer to include affordable housing in a subdivision, but only in a rezoning
which requires a vote of the Town Meeting.
Mr. Williams commented that if the two parcels (Pine Meadows and the Meagherville
School site) are not developed simultaneously it could be politically difficult
to get any development proposal through Town Meeting at a later time.
Mrs. Uhrig asked for feedback on the Planning Board's statement of guidelines and
objectives dated March 2, 1987. She also requested the Boards represented here
let the Planning Board know what they consider to be priorities in the
negotiations.
32_5. EXECUTIVE SESSION Value of Property, Pine Meadows: At 8:46 p.m., on the
motion of Mrs. Klauminzer, seconded by Mr. Williams, and after a poll of the four
' members present, it was voted unanimously (4-0) to go into Executive Session to
discuss the exchange, lease or sale of real property, owned by the Town of Lex-
ington, the discussion of which in an open session may have a detrimental effect
on the Town's negotiating position. It was agreed that the Board would return to
open session only for the purposes of adjourning.
Mrs. Wood joined the meeting in Executive Session at 8:49 p.m.
As a quorum of the Board of Selectmen was present, on the motion of Mr. Dailey,
seconded by Mrs. Smith, and after a poll of the four members present, it was
voted unanimously (4-0) to go into Executive Session to discuss the exchange,
lease or sale of real property, owned by the Town of Lexington, the discussion of
which in an open session may have a detrimental effect on the Town's negotiating
position. It was agreed that the Board would return to open session only for the
purpose of adjourning.

Nablo, seconded by Donald Wilson, and after a poll of the three members present,
it was voted unanimously (3--0) to go into Executive Session to discuss the ex-
change, lease of real property, owned by the town of Lexington, the discussion of
which in an open session may have a detrimental effect on the Town's negotiating
position, It was agreed that the Authority would return to open session only for
the purpose of adjourning.
The Board returned to open session at 9:45 p.m.

EXECUTIVE SESSION OF DECEMBER 9, 1987
After a unanimous vote of the four members present, by poll of the Board, the
Lexington Planning Board met in Executive Session in the Selectmen's Meeting
Room, Town Office Building, at 8:46 p.m. to discuss strategy with respect to the
exchange, lease or sale of real property, owned by the Town of Lexington, the
discussion of which in an open session may have a detrimental effect on the
Town's negotiating position. Present were Chairman Uhrig, members Klauminzer,
Sorensen, Williams, Planning Director Bowyer and Assistant Planner Rawski. Mrs.
Wood arrived at 8:49 p.m.
After a unanimous vote of the four members present, by poll of the Board, the
Lexington Board of Selectmen met in Executive Session in the Selectmen's Meeting
Room, Town Office Building, at 8:47 p.m. to discuss strategy with respect to the
exchange, lease or sale of real property, owned by the Town of Lexington, the
discussion of which in an open session may have a detrimental effect on the
Town's negotiating position. Present were Chairman Eddison, as well as members
Dailey, McSweeney and Smith.
After a unanimous vote of the three members present, by poll of the Board, the
Lexington Housing Authority met in Executive Session in the Selectmen's Meeting
Room, Town Office Building, at 8:48 p.m. to discuss strategy with respect to the
exchange, lease or sale of real property, owned by the Town of Lexington, the
discussion of which in an open session may have a detrimental effect on the
Town's negotiating position. Present were Vice Chairman Wilson, with members
' Spencer and Nablo.
Also present were Town Manager Richard White, Joyce Miller, Lisa Baci and Charles
Wyman, of the Conservation Commission; Thomas Coffman, of the Housing Advisory
Committee; Judy Marshall, of the Recreation Committee; Marshall Derby, William
Hays and David Eagle, of the Lexington Housing Assistance Board. Mrs. Wood
arrived at 8:49 p.m.
Value of Real Property, Pine Meadows: The discussion centered on the potential
use of some of the Town owned land for the retention of a nine hole golf course
and for affordable housing and how the Town owned land could be coupled with the
Pine Meadows property owned by Moore Homes. It was agreed that if some of the
objectives stated in the Planning Board's March paper are to be realized it
would be essential for Moore Homes to use some of the Town owned land, at least
for street access, and that an article should be included in the Warrant for the
1988 Town Meeting to transfer the Meagherville school site from the jurisdiction
of the School Committee to the jurisdiction of the Selectmen.
The executive session was adjourned and the meeting was returned to open session
at 9:45 p.m.
