HomeMy WebLinkAbout1987-04-27PLANNING BOARD MINUTES MEETING OF APRIL 27, 1987 The meeting of the Lexington Planning Board held in Room G-15, Town Office Build- ing was called to order at 7:04 p.m. by the Chairman, Mrs. Uhrig, with members Klauminzer, Sorensen, Wood, Planning Director Bowyer and Assistant Planner Rawski present. **************** PLANNING BOARD ORGANIZATION *********************************** 129. Appointment to Fill Vacancy: The Board discussed the procedure to fill the vacancy caused by the resignation of Stephen Cripps. (See item # 112, meeting of April 8, 1987). The Board discussed whether to agree on and present a candidate to the Board of Selectmen. Mr. Sorensen said that his recollection of the pro- cedure at the last vacancy was that the nine members of the two Boards vote as individuals. At 7:06 p.m., the meeting was recessed and reconvened at 7:08 p.m. in the Select- men's Meeting Room where a joint meeting was conducted with the Board of Selectmen. Chairman Eddison of the Board of Selectmen announced there were four persons who had expressed an interest in serving on the Planning Board: Brian K. Connor, 12 Cedar Street, Edmund C. Grant, 27 Grove Street, Paul H. LaPointe, 224 Follen Road, and David G. Williams, 1433 Massachusetts Avenue. Mrs. Uhrig nominated David G. Williams; Mrs. Klauminzer nominated Edmund C. Grant. The nominations were declared closed. On a vote of the combined Boards, Mr. Williams was ap- pointed, by a vote of 8-1, with Mrs. Klauminzer in the negative, to serve on the Planning Board until the next Town Election on March 7, 1988. At 7:12 p.m., the joint meeting with the Board of Selectmen was adjourned and the Planning Board reconvened in Room G-15 at 7:14 p.m. **************** ARTICLES FOR 1987 TOWN MEETING ******************************** 130. Article 43, Commercial Revision: The Board discussed the final motion for Article 43 with changes from the 3-31-87 draft highlighted. Mr. Bowyer reported copies would be available for Town Meeting members this evening. He noted that about 98% of the motion was the same as the motion attached to the Planning Board Report, and that changes reflect suggestions from Town Meeting members and the TMMA Committee made at the information session held on April 15, 1987. He added that copies of the before and after comparison of renamed districts, previously prepared, would also be distributed to Town Meeting members this evening. The Board reviewed one change in Part G, paragraph 3.5.2 of Article 43. An earlier draft proposed a 21 day comment period on applications for a special permit. This has been deleted, since the existing by-law has a 35 day comment period for a special permit with site plan review and no specified time for comment on a special permit. The statute provides a 35 day period for comment. The final motion will retain the 35 day comment period for a special permit with site plan review, and delete the provision requiring comment period for a special permit, so the procedure now in the by-law will remain as it is. The Board of Appeals now circulates applications for special permits to the boards and depart- ments even though the by-law does not require this and will continue to do so. Meeting of April 27, 1987 Paget Mr. Bowyer explained that Part H in the final motion for the Town Clerk contains only the changes in zoning districts and does not have the explanatory material found in the earlier version. The numbers shown for the various districts are from the zoning district booklet to be used for reference purposes to eliminate the need for the preparation of a long perimeter description for each district. He also called attention to the addition of a Part I which is technical correc- tions in cross references, district names and the like that do not change the meaning of the amendment. A copy of a letter dated April 16, 1987, from Frederick J. Conroy, dealing with district redesignations was distributed and discussed. ****************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************* SUBDIVISION OF LAND 131. 191 Spring Street, Fullers Hill subdivision: The Board reviewed a draft decision prepared by Ms. Rawski on the preliminary plan submitted by Boston Properties. The Board will act on the application at the Wednesday, April 29th meeting. **************************** REPORTS ***************************************** ' 132. Planning Director: a. Pine Meadows Golf Club: Mr. Bowyer reported the property has apparent- ly been sold, and that he has met briefly with representatives of the buyer for informal discussion of their plans.
