HomeMy WebLinkAbout1987-03-17PLANNING BOARD MINUTES MEETING OF TUESDAY, MARCH 17, 1987 The meeting of the Lexington Planning Board held in Room G-15, Town Office Build- ing, was called to order at 7:40 p.m, by the Chairman, Mrs. Uhrig, with members Cripps, Klauminzer, Sorensen, Wood, Planning Director Bowyer and Assistant Plan- ner Rawski present. ****************** ARTICLES FOR 1987 TOWN MEETING ****************************** 88. Article 43, Comprehensive Commercial Revision: A large delegation of boat owners was present to protest line item 1.32 in Table I in the draft dated 2/5/87 which called for the storage of a boat or recreational vehicle either in a per- manent structure or screened from view of abutting lots and the street. Mrs. Uhrig announced that after the public hearing on February 23, 1987, the consensus of the Board was that item should be deleted. It was agreed to strike out line item 1.32. The following members of the TMMA Special Zoning Committee were present: Jacque- line Davison, Margaret Rawls and Ephraim Weiss. Iris Wheaton and Robert Domnitz joined the meeting in progress. The Board concentrated on Table I. Permitted Uses and Development Standards working on the draft of Part A dated 2/5/87 and the draft of Part B dated 2/23/87. A number of changes were made in individual line items and in the designation of symbols under the various districts. Among the changes agreed to were: 1) to add a new definition of home occupation, 2) to generally eliminate operating characteristics and to incorporate the quan- tifiable operating characteristics in with development standards, 3) to temporarily include the office of a physician or professional person in line "1.23 Home Occupation" pending a more complete revision of the home occupation regulations in another year, 4) to eliminate the operating and development characteristics sections under eating and drinking and to consolidate into a few lines with a special permit required for all eating and drinking establishments, 5) to eliminate conference centers and places of public assembly under Section 10 Transient Accomodations, 6) to merge lines 12.11 and 12.12 dealing with motor vehicles sales and rentals into one line and to merge the two separate classifications of service sta- tion, under 12.13 and 12.14, into one line. Mr. Bowyer commented that the staff observed that the CN Neighborhood Business District was becoming broader than originally intended as a local convenience district. Ms. Rawski's analysis showed the existing CN Districts were relatively low intensity with most of the buildings being only one story. He suggested that the Board consider making the CN district one story only for commercial use. In another year, regulations could be drafted to permit residential use on a second floor above commercial use in the CN district. A special permit should be re- quired so that the mixed used building is residential in appearance. It was agreed to change Table II so that the maximum height in the CN district would be one story and fifteen feet. 1 U 1 Meeting for Tuesday, March 17, 1987 The Board debated at length what types of permit in the CN zone. Redesignation of Districts, of the draft dated 2/20/87, it was agreed to designate both of the CH, Hotel Districts, which is being eliminat- ed as a district, to the CRO, Regional Office District. Mrs. Wheaton thought that designation was better for Bedford Street as CRO is more compatable with the single family homes across Bedford Street. It was agreed to divide the Waltham Street-Marrett Road district with the sections north of Marrett Road, including Dunkin Donuts and the Highland Market, remaining in the CN Neighborhood District, and the part south of Marrett Road including the two gasoline stations and the Village Clothesmith store block being in the CRS Retail Shopping District. It was also agreed to designate the three corners of the Countryside area at Lowell Street and Woburn Street into the CRS Retail Shopping District. The staff reported briefly on the background data on floor area ratio, site coverage and uses it had developed for various districts. The meeting was adjourned at 10:25 p.m. Martha Wood, Clerk
