PLANNING BOARD MINUTES
MEETING OF FEBRUARY 17, 1987
The meeting of the Lexington Planning Board held in Room G-15, Town Office Build-
ing, was called to order at 7:20 p.m. by the Chairman, Mrs. Uhrig, with members
Cripps, Klauminzer, Sorensen, Wood, Planning Director Bowyer and Assistant Planner
Rawski present.
48. 191 Spring Street, Boston Properties, Preliminary Plan: Mr. Bowyer explained
the section of the Zoning Act pertaining to a zoning freeze resulting from approv-
al of a subdivision plan. He explained the difference between a definitive plan
and a preliminary plan submission, adding that Boston Properties hoped to freeze
existing zoning by filing a preliminary plan because they anticipated the revi-
sions proposed for this year's Town Meeting by the Planning Board would affect
their property.
He noted the portion of the Development Regulations revision, completed last
September, concentrated on residential development, and the revision of the sect-
ion regulating commercial subdivisions has not been completed. He added that a
commercial subdivision can be submitted without making a specific building devel-
opment proposal, because the Board of Appeals, through the SPS process, reviews
the details of a particular building development proposal.
Frederick DeAngelis, attorney for Boston Properties, introduced the development
team: BSC, Symmes, Maini, McKee & Associates, and the Trustees of the 191 Spring
Street Trust.
Mr. DeAngelis crated the reasons for the submission were to:
1) freeze the zoning at the 1986 By -Law,
2) facilitate the ability to mortgage finance the parcels and
3) resolve the issue of frontage non -conformity.
Richard Cook, BSC Engineering, presented the subdivision plans, describing the
locus and the location of the zoning district boundaries. He said the plan will
create a local street, a collector street, two residential lots and two commercial
lots. He reviewed the existing conditions and the modifications which will up-
grade all of the utilities. He described the 650 foot deadend street bylaw, and
how the residential road was designed to avoid that restriction.
In response to a question from Mr. Sorensen, as to the developers' plans for the
two residential lots, Mr. Linde, of the 191 Spring Street Trust, commented that it
was unlikely they will develop them; that their prime concern was the development
of the commercial property, and he hoped there would be no need for the resi-
dential lots to be developed.
Concerns by residents in attendance were expressed: 1) whether there was suffi-
cient space between the two streets; 2) about the view from across the road
because of proposed grade cuts required and 3) whether the Planning Board was the
permit granting authority for the proposed subdivision, given the property was
developed originally under a special permit.

Mrs. Uhrig asked that any comments from the South Lexington Association be submit-
ted in writing, with Mr. Bowyer adding that this has been a preliminary review, in
which the finer points that have been raised have not yet been addressed.
The meeting was adjourned at 8:00 p.m. to Estabrook Hall for a joint meeting with
the Selectmen to discuss of Article 50 - Resolution, rental housing, and other
housing related issues.
