MINUTES OF NOVEMBER 59 1986
The meeting of the Lexington Planning Board held in Room 201, Town Office Build-
ing, was called to order at 7:37 p.m. by the Chairman, Mrs. Uhrig, with members
Cripps, Klauminzer, Sorensen, Planning Director Bowyer and Assistant Planner
Rawski present. Mrs. Wood arrived during Item 271.
ARTICLES FOR THE 1987 TOWN MEETING
271. Comprehensive Commercial Revision: The Board reviewed two documents pre-
pared by Mr. Bowyer: "What Needs to be Done, Older and Smaller Commercial Dis-
tricts" dated October 30, 1986 and "Sequence of Amendments" dated October 27,
1986.
The Board reviewed carefully the land use economic and environmental objectives
section of the "Older and Smaller Commercial Districts" memo. Mr. Bowyer
stressed it was important to agree on objectives before the staff engaged in
detailed draftsmanship. The Board agreed with all the objectives in the draft
and thought that objective #5 which says that new development should be
considered from the perspective of service to residents of the Town rather than
the income potential of prospective investors, was important enough to be moved
to the top of the list of objectives.
The Board agreed that regulations should be drafted to permit residential uses in
conjunction with commercial uses in certain situations.
There was a discussion of zoning techniques to be employed and assumptions about
the scope of the amendments.
272. Amendments Recommended by the Board of Appeals: The Board reviewed a
memorandum dated October 10, 1986 from the Board of Appeals asking the Planning
Board to prepare amendments that would allow swimming pools to be constructed
without issuance of a special permit, and that would permit overhangs, steps,
chimneys and the like without a violation of the yard setback requirements. The
Board agreed that it would include those amendments in its package of proposed
amendments for the Town Meeting.
