MINUTES OF DECEMBER 2, 1985
The meeting of the Lexington Planning Board, held in Room G-15, was called to
order at 7:27 p.m. by the Vice -Chairman, Mrs. Uhrig, with members Cripps,
Flemings, Sorensen, Planning Director Bowyer and Assistant Planner Rawski pre-
sent. Mrs. Smith was absent.
270. Approval of Minutes. The minutes of the meeting of November 18, 1985 were
corrected, and on a motion by Mrs. Flemings, seconded by Mr. Cripps, it was voted
3-0 to approve the minutes as corrected. Mrs. Uhrig abstained because she was
not present at that meeting.
SUBDIVISION OF LAND
271. Ridge Estates III, off East Emerson Road; Special Permit: The Board review-
ed a draft of the special permit. Mr. Bowyer explained some editing changes. On
the motion of Mr. Sorensen, seconded by Mrs. Flemings, it was voted unanimously
to grant the special permit for the Ridge Estates III Conventional Subdivision
and to approve ;he decision, as corrected.
272. 1303 Mass. Ave., Moore Homes, sketch plan: Mark Moore, assisted by Archi-
tect Steven Youen and Engineer Frank DiPietro of BSC Engineering, showed plans
for a cluster subdivision with seven dwelling units. Two of the dwelling units
will be in the large existing 18th century house on the property.
Mr. DiPietro explained their drainage analysis considered this five acre site as
part of a 38 acre catchment area. He showed the vegetated wetland and the con-
tour lines for the runoff from a 100 year and 10 year intensity storm. One of
the drainage problems affecting the site is an old deteriorated 27 inch stone box
culvert within the railroad right-of-way. The old culvert has not been maintain-
ed by the B & M railroad and now MBTA.
Another site engineering issue is the sewer connections for the houses nearer the
railroad right-of-way which are at a lower elevation than the street. The devel-
oper seeks to connect directly to the trunk sewer now under construction in the
railroad right-of-way. That would save the cost of a pumping station.
Mr. Moore showed elevations of the proposed dwellings and changes in the existing
house. As it is within the historic district, approval of the Historic Districts
Commission will be required. Mr. Moore proposes to convert the house, which has
over 4,000 sq. ft. of floor area, into a two-family condominium. He anticipates
the whole development will be a condominium, with common open space. The in-
terior drives will be constructed to Town standards but will be kept in private
ownership with private maintenance responsibility.
Mrs. Flemings asked if Mr. Moore considered a cluster development with fewer
buildings. He said he had but thought detached single family homes were more in
keeping with the immediate neighborhood. Mrs. Flemings requested that any fur-
ther plans show the location of all adjacent houses.
It was agreed that Mr. Moore would leave the sketch plans for the staff and Board
to review in more detail. If there are additional comments, the Board will
communicate those to Mr. Moore.
