MEETING OF MAY 11 1985
The meeting of the Lexington Planning Board held in Room G-15, Town Offices, was
called to order at 7:10 p.m. by the Chairman, Mrs. Smith, with members Cripps,
Sorensen, Uhrig and Planning Director Bowyer present. Mrs. Flemings joined the
meeting during item 120.
PLANS NOT REQUIRING SUBDIVISION APPROVAL
119. 507 Waltham Street, Joseph Chabot, Form A-85/7: Mr. Bowyer explained that
Dr. Chabot proposed to swap some back land from his animal clinic to his house.
The lot line separating the house from the animal clinic would remain the same
for the first 85 feet and there would be no change in the frontage of either lot.
Both lots have more than 30,000 square feet of lot area. On the motion of Mr.
Sorensen seconded by Mrs. Uhrig, it was voted 4-0 :
to endorse the plan entitled "Compiled Subdivision Plan of Land in Lexing-
ton, Mass." by BSC - Bedford, certified by Donald J. Forand, professional
land surveyor, with application form A-85/7 by Joseph L. Chabot because it
does not require approval under the Subdivision Control Law.
120. APPLICATIONS TO THE BOARD OF APPEALS
Mr. Sorensen presented an oral review of the cases to be heard by the Board of
Appeals on May 9. On the motion of Mr. Sorensen seconded by Mrs. Flemings, it
was voted unanimously to make no recommendation on the following seven cases:
' 10 Pearl Street, Robert Mabardy: SP, pool,
371 Mass. Ave, Paul Budlong: SP, sign,
537 Lowell Street, Hugh Leichtman: SP, use barn as living quarters,
211 Massachusetts Avenue, Goodies to Go: SP, take-out food,
21 Pearl Street, Michael Libin: Variance, sideyard (the Board will comment
comment that it is hard to identify the hardship).
26 Liberty Avenue, Elizabeth Gogan: Variance, setback,
72 Lowell Street, David Huey: SP, convert one -family into two-family, if
data is provided that the dwelling meets the minimum floor area perscribed
in Section 5.3.
30 Albemarle Avenue, Mary Brennan: Variance, construct a dwelling: The Board
deferred a recommendation as there was insufficient information to evaluate the
petition.
ARTICLES FOR 1985 TOWN MEETING
121. Conservation Land Acquisitions: Chairman David Williams and Conservation
Administrator Charles Wyman were present to brief the Board on two properties
proposed for acquisition. Mr. Williams said he was here to provide information
to the Board and not to request a vote at this time.
One of the proposed purchases is three lots comprising the remaining frontage of
the West farm on Oak Street. That has value because it : 1) adjoins other con-
servation land previously acquired, 2) would service a neighborhood of small lots
which needs significant open space and 3) would preserve an open view from Pleas-
ant Street across the Wilson farm property at one of the major gateways into the
town.

The second property is the Chiesa land fronting on Adams Street. For personal
reasons John Chiesa wants to sell his land at this time. He wants to sell to the
Town to retain the open character of that land. As the price is more than one
million dollars, a Special Town Meeting would be necessary to acquire the Chiesa
property.
Mrs. Smith commented that both properties are highly visible at gateways to the
town and are important as remembrances of what the character of the town was 30
or 40 years ago.
122. Article 16, Congregate Living: Mr. Bowyer reported that Ephraim Weiss had
called him to say that he would introduce a resolution calling for a study of
congregate living regulations and submittal of an article to next year's Town
Meeting. The Board agreed that was a good idea; Mss. Uhrig deferred until she
had seen the wording of the resolution.
REPORTS
123. Planning Director
a. Housing Report, Sale Price: Mr. Bowyer explained that of the 400 copies
Housing Analysis Report that had been printed, nearly 300 would be
distributed as courtesy copies to Town Meeting members, other boards and the
abutting cities and towns. About 100 copies are available for sale to the
general public. It was agreed the price per copy would be $15.00.
' b. Graystone Subdivision: It was agreed the hearing on the definitive plan
would be Monday May 20, 1985.
The meeting was recessed at 7:55 with the understanding that if the Town Meeting
session finished early the Board might recovene to continue the business meeting -
The meeting was reconvened in Cary Hall at 10:47 p.m. and was immediately adjour-
ned at that time.
