HomeMy WebLinkAbout1985-04-22PLANNING BOARD MINUTES MEETING OF APRIL 22, 1985 The meeting of the Lexington Planning Board held in Room G-15, Town Offices, was called to order at 7:05 p.m. by the Chairman Mrs. Smith, with members Cripps, Sorensen, Uhrig and Planning Director Bowyer present. Mrs. Flemings joined the meeting in progress. ARTICLES FOR 1985 TOWN MEETING 113. Article 21, RD, Woburn Street: Developer Peter Kelley was present. Mrs. Smith said that the debate on the proposed conversion of Franklin School (Article 23) on April 10, showed that the Town Meeting will require far more detail and more specific committments to affordable housing than have been presented to date. She did not want to make a favorable recommendation to the Town Meeting on Article 21 unless strong written committments were made. Normally the more detailed committments are made at the special permit granting stage, after the Town Meeting vote. With the barrage of questions at Town Meeting about the specifics of the Franklin proposal, it is now obvious that the Town Meeting will require detailed information and written committments if a proposal is to have a chance of passage. Mrs. Flemings concurred with Mrs. Smith and said that she could not support the ' article unless there were satisfactory written committments. Mr. Sorensen pointed out the Town has had difficulty in obtaining affordable housing in the Potter Pond and Morrow Crossing developments, even where there was a memorandum of understanding. Mrs. Smith said she had had reservations about the economic feasibility of the development from the beginning. She requested that Mr. Kelley furnish the Board with the "pro forma" showing the finances of the development. Mr. Kelley agreed to furnish that information to the Board but did not want to distribute it to Town Meeting. The Board reviewed a draft of a preliminary site development and use plan which Mr. Bowyer had prepared. It was agreed that Mr. Kelley would review the document and collaborate with Mr. Bowyer on some revisions and a second draft would be presented to the Planning Board. 114. Report on Housing Policy Resolution: On the motion of Mrs. Flemings second- ed by Mr. Cripps it was voted unanimously to approve the "1985 Report on Subsi- dized Housing (1979 Town Meeting Resolution) and Affordable Housing".
