MEETING OF APRIL 9-10, 1984
The meeting of the Lexington Planning Board, held in Room G-15, Town Offices, was
called to order at 7:12 p.m., by the Chairman, Mrs. Smith, with members Cripps,
Sorensen, Uhrig and Planning Director Bowyer presents. Mrs. Flemings joined the
meeting in progress.
ARTICLES FOR THE 1984 TOWN MEETING
91. Article 10, Potter Pond Agreement: As the Board did not have much information
on the proposed amendment of the Potter Pond agreement for inclusionary housing
units, it was agreed the article should be tabled until sufficient information is
available.
92. Article 59, Pine Meadows Golf Course Acquisition: After discussion, and by
poll of the Board, it was agreed that the Board unanimously supports the acquisi-
tion of the Pine Meadows golf course for conservation purposes.
93. Article 24, 16 Hayden Avenue: (Mrs. Uhrig disqualified herself from the
discussion of this rezoning.) Landscape architect Donald Olson was present to
report on his review of the site planning for the proposed Temple, Barker and
Sloane building. Mr. Olson thought some decisions had been made that aggravated
some of the difficult design problems of the site. By placing the building on a
knoll, on the highest point on the site, the building became very visible from both
directions on Route 2 and from nearby residential areas. He thought placing the
building in the center of the site, in a natural depression, would make the build-
ing less visible from the highway. He had prepared a sketch showing the building
in that location and the parking on the east, or upland, part of the site. With a
berm and plantings, it should be possible to screen practically all the parking
from Route 2. Olson cautioned that he did not have detailed data on the site and
his sketch was based on readily apparent information.
The meeting was recessed at 7:56 p.m. It was agreed that if the Town Meeting
session adjourned in good season, the Planning Board would continue the meeting
after the Town Meeting adjournment. If the Town Meeting session ran late, the
meeting would be resumed the following evening.
On April 10, at 8:55 p.m., the meeting was reconvened. Mrs. Uhrig was not present
for this part of the meeting.
94. Article 24, 16 Hayden Avenue: The Board discussed its position on this arti-
cle relative to Article 18, the proposed FAR limitation in the CR district. Of the
four members acting on this petition, it was agreed unanimously that if Article 18
does not pass, the Planning Board will not recommend that Article 24 be approved.
By a poll of the Board, four members of the Board will recommend in favor of
Article 24, assuming Article 18 has been approved.
Gregory Muzzy of Temple, Barker and Sloane was present to respond to the observa-
tions of Donald Olson made during the previous evening. He said there had been a
detailed study of the site which concluded the most feasible location for the
building was on the knoll at the east end of the property. He said the designers
would review the site plan to provide more landscaping to screen the building and
to select certain species which would provide more screening. The Board agreed
with the proposed sign on the building. TBS will furnish a revised site plan by
April 18.

95. Article 18, Floor Area Ratio, CR District: Mr. Sorensen reported further on
data he had developed on his computer about the traffic impacts of additional
development in the two South Lexington CR districts, based on alternative scenarios
of floor area ratio, ranging from 0.15 to 0.40. Utilizing the same methodology
contained in Norman Abend's traffic analysis, he was able to distribute trips to
several intersections and calculate the volume/capacity ratio at the Hayden Avenue -
Spring Street intersection. His analysis showed substantial increases in traffic
at a 0.25 floor area ratio, which were right on the borderline of traffic levels of
service C and D. At higher floor area ratios, such as 0.35 or 0.40, area streets
and intersections become heavily congested.
PLANS NOT REQUIRING SUBDIVISION
96. Maguire Road at the Bedford Town Line, Dupree Associates: Form A-84/9: The
Board reviewed a plan of the land, containing 13.25 acres, which comprises the Kiln
Brook V development. The plan is for confirmation of existing lot lines. On the
motion of Mr. Sorensen, seconded by Mrs. Flemings, it was voted 4-0:
The plan entitled "Plan of Land in Lexington, Mass.," dated April 6, 1983, by
Joseph W. Moore Company, certified by Roger M. Corbin, Registered Land Sur-
veyor, with application Form A-84/9 by Roger M. Corbin for Dupree Associ-
ates, does not require approval under the Subdivision Control Law.
97. 17 Hartwell Avenue, Form A-84/10: The Board reviewed a plan of land at the
corner of Hartwell Avenue and Westview Street containing 5.25 acres. The plan is
for the confirmation of existing lot lines. On the motion of Mr. Sorensen, second-
ed by Mrs. Flemings, it was voted 4-0:
That the plan entitled "Plan of Land in Lexington, Mass.," dated most recently
January 26, 1984, by Joseph W. Moore Company, certified by William F. McNary,
with application Form A-84/10, by Roger M. Corbin for ZeeBee Trust, does not
require approval under the Subdivision Control Law.
The meeting was adjourned at 10:52 p.m.
