PLANNING BOARD MINUTES
MEETING OF FEBRUARY 3, 1984

18. APPROVAL OF MINUTES
Planning Board held in Room G-15, Town Offices, was

on separate motions each made by Mr. Sorensen and seconded by Mrs. Flemings, were
approved unanimously as corrected. On the motion of Mr. Sorensen, seconded by Mrs.
Flemings, the minutes of the meeting of January 30, 1984 were approved unanimously
as written.
ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS
PLANS NOT REQUIRING SUBDIVISION APPROVAL
19. Land at 120 Laconia Street, Theodore Freeman, Form A-84/2: The Board reviewed
a plan of land between Laconia Street and East Emerson Road which was a revision of
a plan submitted as Form A-84/1. This plan contained notes that showed Parcel B was
to be combined with Lot 12 which has frontage on Laconia Street and Parcel C was to
be combined with Lot 37 which has frontage on East Emerson Road. Mr. Sorensen noted
that the graphic symbols used to indicate two lots are joined were not on the plan.
He said that Town Counsel had advised him that notes on the plan were not control-
ling, merely an indication of intent. On the motion of Mr. Sorensen, seconded by
Mrs. Flemings, it was voted unanimously that:
1) The plan entitled "Plan of Land in Lexington, Mass." dated January 30,
1984, by Hayes Engineering Inc., Melrose, Mass., certified by Edward E.
Stearns, registered land surveyor, with application Form A-84/2, by
Theodore Freeman, does not require approval under the Subdivision Control
Law provided graphic symbols are added showing that Parcel B is joined to
Lot 12 and Parcel C is joined to Lot 37; and
2) The Planning Director is authorized to sign the plan in behalf of the
Board after the graphic symbols showing the joining of the parcels have
been entered on the plan.
SUBDIVISION OF LAND
20. Pheasant Brook Estates, between Maple and Woburn Streets: Mr. Bowyer reported
that the definitive subdivision plan for Pheasant Brook Estates had been submitted
by the Kahn -Quinn group. A review by the Assistant Planner indicates a number of
items are missing. An application has not yet been filed with the Conservation
Commission. Mrs. Flemings urged that the developer file promptly with the Conser-
vation Commission.
21. Maple Tree Village, Extension of Time: On the motion of Mr. Sorensen, seconded
by Mrs. Flemings, it was voted unanimously to approve the request of Landmark
Associates in a letter dated February 2, 1984 that the time for action on the
definitive subdivision plan and special permit be extended until March 1, 1984.

22. APPLICATIONS TO THE BOARD OF APPEALS
Mr. Sorensen presented an oral review of cases to be heard by the Board of Appeals
on February 23, 1984. It was agreed to make no recommendation on the following
case:
22 Phinney Road, Bill Marley: SP, swimming pool
10 Pleasant Street, Wilson Farm Inc.: SP, sale of Christmas trees: It was agreed
to recommend approval of the special permit provided it includes the same condi-
tions attached to the most recently granted special permit.
329 Massachusetts Avenue, David Eagle: SP, gasoline station and signs: It was
agreed to recommend approval of the special permit as long as it complies with the
guidelines for service stations developed by Building Commissioner Peter DiMatteo.
COMPREHENSIVE PLANNING, POLICIES
23. Franklin School: Mrs. Smith, who represents the Board on the Franklin School
Conversion Committee, requested that the Board cohsider the charge, which would
entertain any reuse, adopted by the Board of Selectmen for the Franklin School Con-
version Committee. Mrs. Uhrig thought the first question was to determine whether
the Town should dispose of the building or develop a long-term lease. Mr. Sorensen
said that he did not object to the sale of the building if it is for residential
use only, for a development analogous to that recently approved for the Muzzey
School. The Board agreed that the use should be residential or a use permitted in
the single residence zoning district in which the school is located.
' 24. Priorities for Planning Projects: It was agreed to defer discussion of this
item until Mrs. Smith was present. Mr. Bowyer reported that the Town Manager had
told him that the Board of Selectmen would provide support for Planning Board work
by allocating money within the professional services account, rather than by adding
staff time to the Department budget.
PROPOSED DEVELOPMENTS
25. Hotel -Conference Center, Minuteman Technical School: The Board reviewed a
draft of a letter that dealt with the proposed hotel -conference center in the con-
text of the Board's "Policy and Guidelines for Petitions for RD, CD Zoning Amend-
ments." The letter states the Board is certain the proposed hotel -conference cen-
ter will require a change of zoning district, outlines plans and analyses that need
to be prepared, identifies five development impact issues that need to be addressed
and provides a preliminary reading that the Board is unlikely to make a favorable
recommendation to the Town Meeting for the rezoning necessary to bring the proposed
center into being. Mrs. Nichols suggested additional wording. On the motion of
Mr. Sorensen, seconded by Mrs. Uhrig, the letter was approved unanimously, as
corrected.
ARTICLES FOR 1984 TOWN MEETING
26. Article 24, Hayden Avenue: Mr. Bowyer reported that the preliminary site
development and use plan for the Temple, Barker, Sloane proposal had been filed
that afternoon but it was incomplete. There were enough items missing that he
asked the Board's direction on whether to proceed with the legal notice and hearing
scheduled for February 27. After discussion, the Board decided to proceed with the
hearing on February 27 primarily for the convenience of citizens, Town Meeting

Town Meeting
a. School Closing Committee: Mrs. Uhrig reported that she had attended a
School Committee meeting at which the School Closing Committee made a prelimi-
nary report. The Committee appears to have done a thorough job and has drawn
on data from the Planning Department for part of their report. The Committee
is recommending that no additional schools be closed in the near future.
b. Center Land Use: Mrs. Nichols reported that the Land Use Subcommittee of
the Center Revitalization Committee had met the previous Wednesday to discuss
the role of Lexington center. A report on that meeting will be distributed
soon.
