MEETING OF OCTOBER 4, 1982
The meeting of the Lexington Planning Board, held in Room G-15, Town Offices, was
called to order at 7:32 p.m by the Chairman, Mrs. Smith, with members Nichols,
Sandy, Sorensen, Uhrig, and Planning Director Bowyer present.
148. APPROVAL OF MINUTES
On the motion of Mr.- Sorensen, seconded by Mrs. Nichols, the minutes of the meeting
of September -20, 1982 were approved unanimously as written.
149. APPLICATIONSTO THE BOARD OF APPEALS
The Board reviewed a staff analysis dated October 1, 1982 for cases to be heard by
the Board of Appeals on October 14, 1982. On the motion of Mr. Sorensen, seconded
by Mrs. Nichols, it was voted unanimously to make no recommendation on the following

' Mr. Bowyer reported the applicant had submitted very little information and certain-
ly not enough to justify overturning a determination of the Building Commissioner_
A' On the motion of Mr. Sorensen, seconded by Mrs. Uhrig, it was voted unanimously: a)
to uphold the Building Commissioner's determination in the first case, and b) to
oppose granting the variance because the "lot" may not be a separate lot and grant-
ing a variance may constitute an improper subdivision of land..
DETERMINATION OF PLANNING BOARD APPROVAL
150. Land at 2160 Massachusetts Avenue, Form A-82/7: The Board reviewed a plan of
land at 2160 Massachusetts Avenue which was largely the confirmation of existing lot
lines. Attorney Steven Russian explained that Lot 26 on the plan had been treated
as a separate lot since 1903. It contained a barn, in deteriorating condition, which
Amy Samoylenko, the owner, intended to convert to a small dwelling. Mr. Sorensen
and Mr. Sandy questioned why the Planning Board's action was needed because there
did not appear to be a change in lot lines. Mr. Russian explained there was a very
slight change in one dimension and he thought it advisable to have a current en-
dorsement by the Board to aid in financing. Mr. Bowyer explained that Building Com-
missioner Peter DeMatteo had suggested the plan be reviewed by the Planning Board
before he acted on it. On the motion of Mr. Sorensen, seconded by Mr. Sandy, it was
voted unanimously:
The plan entitled "Compiled Plan of Land in Lexington, Mass." dated September
21, 1982, by Miller and Nylander Company of Lexington, Mass., certified by
Donald J. Forand, Registered Land Surveyor, accompanying application Form
A-82/7, executed by Steven T. Russian, attorney, for Amelia Samoylenko, owner,
does not require approval under the Subdivision Control Law.

REPORTS
151. Planning Director
a. Route 2A - Hanscom Drive Intersection: Mr. Bowyer reported that the Board
had received an Environmental Notification Form for a new signalized in-
tersection of Route 2A and Hanscom Drive in Lincoln. Mrs. Smith commented
that the notification was received late and had not followed the A-95 re-
view process and that there was a lack of coordination with the Town's
road planning process. It was agreed that a communication would be sent
indicating that the comment period should be extended to permit a thought-
ful response from the towns affected.
b. Revised HUD Flood Boundaries: It was agreed that a letter received from
HUD requesting changes in - the boundaries in the flood insurance districts
would be discussed at the next meeting.
The meeting was adjourned at 8:29 p.m. '
