Minutes of Planning Board Meeting
January 18, 1982
The meeting of the Lexington Planning Board, held in Room G-15, Town Offices,
was called to order at 7:35 p.m. by the Chairman, Mr. Sandy with members
Nichols, Sorensen, Wheaton and Planning Director Bowyer present. Mrs. Smith
was absent. Mrs. Wheaton was present for discussion of items 15 and lb and
left the meeting during discussion'of item 13 to attend a meeting of the Board _
of Selectmen on North Lexington Traffic Improvements. She did not return
before the meeting was adjourned.

N On the motion of Mrs. Nichols, seconded by Mr. Sorensen, the minutes of the
® meeting of January 11 were approved unanimously as written.

Q 13. Bicentennial Farms: Request for Release of Surety
On the motion of Mr. Sorensen, seconded by Mrs. Nichols, it was voted 3-0 to
approve the request of Sydney S. Rosen, attorney for the Everett Cooperative
Bank, for the final release of surety ($40,000) being held on the Bicentennial
Farms Subdivision.
14. APPLICATIONS TO BOARD OF APPEALS
' The Board reviewed a staff analysis dated January 14, 1982. On the motion of
Mr. Sorensen, seconded by Mrs. Nichols, it was voted 3-0 to make no recommen-
dation on the following cases:
31 Taft Ave., Gary Swindon: SP, maintain dwelling
7A Meriam St., The Gift Cellar: SP, projecting sign
17 Cottage St., Robert Dorland: Variance, front/side yards
93 Hancock St., Lexington Gardens, Inc.: SP, operating days
Variance, sell firewood
It was agreed that Mrs. Nichols, who will be attending Board of Appeals hear-
ings in January, will indicate orally that the Board has no objection to fire-
wood being sold at Lexington Gardens but would prefer that the permission be
found within the meaning of a special permit for a nursery rather than by
granting a special permit.
POLICIES, COMPREHENSIVE PLANNING
15. North Lexington Traffic Improvements
Mrs. Wheaton, who serves on a special Ad Hoc advisory committee on the North
Lexington traffic improvements, reported that there had been two changes in
the plans:
- 1. Addition of a left turn storage lane in the median to permit turns
from Bedford Street eastbound into Eldred Street, and

2. The frontage road on the north side of Bedford Street will be con -
tined to provide access to the Drummer Boy development.
Mr. Sandy commented that only two of the seven problems identified by the
Planning Board in its letter to the Board of Selectmen, appear to have been
satisfactorily resolved. As the other problems were not satisfactorily re-
solved, the majority of the Board favored maintaining the position adopted at
the meeting of January 11. Mrs. Nichols commented that the design was a
concept at this stage, she did not agree with the position of the majority and
did net want to kill the project.
Later in the meeting, the Board discussed a draft letter to the Board of
Selectmen dated January 4, 1982 about the zoning policy on Hartwell Avenue and
Bedford Street. Mrs. Nichols suggested changes in the letter which were ap-
proved. On the motion of Mr. Sorensen, seconded by Mrs. Nichols, it was voted
3-0 to send the letter, as corrected, to the Board of Selectmen.
ARTICLES FOR 1982 TOWN MEETING
16. Time of Hearing, Conversion of Municipal Buildings
Mr. Bowyer reported that the Town Manager's staff was concerned about wording
in Section 9.3.3 of the Zoning By -Law that indicates the Planning Board must
hold a public hearing on a development proposal for the conversion of a muni-
cipal building prior to the Town Meeting. He had drafted an amendment to that
section requiring that the Planning Board hold a public hearing prior to a
vote on the development plan by the Town Meeting. On the motion of Mr. Soren -
sent seconded by Mrs. Wheaton, it was voted 4-0 to submit an article on the
time of hearing for the conversion of a municipal building.
REPORTS
17. Planning Director -
a. Mr. Bowyer reported that Town Engineer Michael Hanlon had requested
an opportunity to make a presentation on the status of the Compreban-
sive Drainage Report IV, that deals with the Hardy's Pond Brook and
Hobbs Brook drainage basins. It was agreed that Mrs. Nichols will
participate in the review of the work completed to date.
b. Design Advisory Group: Mr. Bowyer suggested that the Design Advisory
Group be reactivated for review of the development proposals sub-
mitted for the Town Meeting. It was agreed to do so and Mrs. Nichols
will contact members of the Design Advisory Group.
18. Reports by Members
a. Assignments for zoning articles: It was agreed that the following`
members will be responsible for the zoning articles indicated:

The decision on responsibilities for the conversion of Adams and
Muzzey Schools was deferred until a developer has been designated.
c. Subcommittee on Subdivision Regulations: A meeting of the subcom-
mittee will be held on Monday, January 25, 1982 in the Planning Board
office. Mr. Bowyer requested that the subcommittee give some thought
to the relationship between the amount of staff work on subdivisions
that require repetitive review and the fee structure.
