MINUTES OF PLANNING BOARD MEETING
March 16, 1981
The meeting of the Lexington Planning Board was called to order at 7:05 p.m. by the
Chairman, Mrs. Wheaton, with members Nichols, Sandy, Smith, Sorensen, Planning Director
Bowyer, Assistant Director Asen, and secretary Mrs. Salto present.
43. APPROVAL OF MINUTES
The minutes of the meeting of March 7, 1981, were corrected and upon a motion
by Mr. Sandy, seconded by Mrs. Smith, were approved unanimously as corrected.
SUBDIVISION OF LAND
44. Kitson Park, Off Concord Avenue: The Board deferred action of the execution of
the covenant. The sight easement needs to be modified so that a clear sight
line is maintained. Some type of bond is needed to hold the Town harmless if
a claim for damages were to arise in the taking and acceptance of the right-of-
way as a public street.
45. Lincoln Hills Subdivision, Off Jean Road: The Board deferred signing of the
subdivision plan pending clarification of several issues: (a) whether the
sewer remains in private ownership, (b) the ownership of the turn -around, and
(c) what protection is needed against default by the developer. Mrs. Wheaton
will discuss this subdivision with the Town Counsel and the Town Engineer.
46. Corazzini Land Concord Avenue at Blossom Street: It was agreed that the public
hearing for this subdivision would be held on April 6.
ARTICLES FOR 1981 ANNUAL TOWN MEETING
47. Planning Board 1980.Report on Housing Policy: The Board reviewed a draft report,
prepared by Mrs. Wheaton, for the Planning Board's 1980 report on the Housing
Policy Resolution of 1979. Mr. Sandy proposed additional text describing the
Planning Board's review of his proposal for a limited number of two-, three-,
and four -family units of lower cost housing. It was agreed to include that
text in the report. On a motion by Mrs. Nichols, seconded by Mr. Sandy, it was
voted unanimously to accept the report as amended.
48. a. Planning Board Reports: The Board signed each of the reports to be submitted
to the Town Meeting.
b. Article 19, Open Space, RD Districts: In an informal poll, a majority of the
Board agreed to proceed with the article and to present it to the Town
Meeting.

The meeting of the Lexington Planning Board was called to order at 7:02 p.m. by
the chairman, Mrs. Wheaton, with members Nichols, Sandy, Smith, Sorensen, Planning
Director Bowyer, Assistant Planner Asen, and Secretary Mrs. Salto present.
49. ARTICLES FOR 1981 ANNUAL TOWN MEETING
49. A. Meeting with Board of Selectmen: The Board met with the Board of
Selectmen (except Mr. Busa who was absent), the Town Manager and
Town Counsel on Articles 28 and 29, which deal with commercial develop-
ment on Hartwell Avenue. Selectman Crain said the Board of Selectmen
was concerned about the ability of the Town to provide municipal ser-
vices for new development in that area because of the limitations on
the Town's ability to raise taxes which results from Proposition 2 1/2.
Mrs. Wheaton said that the Planning Board had not included comments on
the effects of Proposition 2 1/2 in its report to the Town Meeting on
those articles but had stressed the traffic situation instead.
Members of the Board of Selectmen reported on the progress of the
"North Lexington Traffic Study" and thanked the Planning Board for its
support of that study. Mrs. Wheaton explained briefly the Planning
Board's analysis of traffic conditions and development trends in the
Hartwell Avenue area, which was the basis for the Board's reports to
the flown Meeting on Articles 28 and 29. She asked the Board of Select-
men to support the Planning Board's position on these two articles.

joint meeting with the Planning Board, they voted to oppose Articles
28 and 29.)
49. b. Other Articles: Mrs. Wheaton reported that she had received word late
that day that several lawyers were working on an amendment to Article
18, Exemptions for Non -complying Buildings, and that amendment would
be offered at this evening's Town Meeting session. Mrs. Morey, Chair-
man of the Board of Appeals, was present to advise the Planning Board
that the two lawyers on the Board of Appeals were working on the
proposed amendment. She did not have a copy of the amendment as yet.
On the motion of Mrs. Nichols, seconded by Mr. Sandy, it was voted
unanimously to adopt the "Report of the Lexington Planning Board to
the 1981 Town Meeting on Current Land Use and Developments in Lex-
ington."
The meeting was adjourned at 7:50 p.m.
