HomeMy WebLinkAbout1981-01-05MINUTES OF PLANNING BOARD MEETING January 5, 1981 The meeting of the Lexington Planning Board was called to order at 7:36 P.M. by the Chairman, Mrs. Wheaton, with members Nichols, Sandy, Sorensen, Planning Director Bowyer and Assistant Planner Asen present. Mr. Friedman was also at the meeting. 1. APPROVAL OF MINUTES The minutes of the meeting of December 15, 1980, were corrected and upon a motion by Mr. Sandy, seconded by Mrs. Nichols, were approved as corrected by a vote of 4-0. Mr. Friedman abstained from voting since he had not attended the December 15, 1980 meeting. The minutes of the meeting of December 22, 1980, were corrected and upon a motion by Mr. Sorensen, seconded by Mr. Friedman, were approved unanimously as corrected. 2. FAIR HOUSING PLANS The Board reviewed the proposed "Fair Housing Plan" prepared by the Fair Housing Committee. Mr. Sandy will represent the Planning Board on the discussion of the plan at the Selectmen's meeting tonight. 3. APPLICATION TO BOARD OF APPEALS The Board reviewed a staff memorandum dated December 31, 1980, and took action on the following cases: 10 Bartlett Avenue, Frederick and Mary Murphy, Variance, dimensional controls Mrs. Wheaton disqualified herself from this case because of her personal friendship with the applicants and turned over the chair to the Vice -Chairman, Mr. Sandy. Upon a motion by Mr. Sorensen, seconded by Mr. Friedman, it was voted 4-0 with Mrs. Wheaton abstaining to make no recommendation. Mrs. Wheaton resumed the chair. 1 Meriam Street, Grace Bellino, Special Permit, Restaurant The Board agreed to make no recommendation. Mr. Sandy excused himself at 8:15 P.M. to attend the Selectmen's meeting on the proposed "Fair Housing Plan 18 Muzzey Street, John Boeing, Special Permit and Variance, apartment in commercial building Upon a motion by Mr. Friedman, seconded by Mrs. Nichols it'Was voted 3-1 with Mr. Friedman, Mrs. Nichols and Mrs. Wheaton in favor, Mr. Sorensen in opposition and Mr. Sandy absent, to recommend against granting the special permit and variance. The 0 1.5.81 Page 2 Planning Director and Mr. Friedman will collaborate in the recommendation on this case. 443 Lincoln Street, Albert R. Piantedosi, Parking of Motor Vehicles The Board agreed 4 -0 to send the recommendation drafted by the staff. Mr. Friedman will represent the Board at the Board of Appeals hearing and will verbally give the Board's recommendation when it is determined, what is being requested. SUBDIVISION OF LAND 4. Colbourne Subdivision, Release of Surety: The Board reviewed a letter from Paul Castlemen, requesting a final release of surety on the Colbourne Subdivision. Upon a motion by Mrs. Nichols, seconded by Mr. Friedman it was voted 4-0 with Mr. Sandy absent: To approve the request of PaulCastlemen, that Final Surety for the Colbourne Subdivision be released, as recommended by the Town Engineering Department. (At this point, Mr. Sandy returned from the Board of Selectmen's meeting.) 5. Ridge Estates Subdivision, Partial Bond: Mr. Sandy reviewed his memo dated December 28, 1980, concerning the partial bonding of the proposed road and utilities in the Ridge Estates development. Mr. Sandy said the best solution was to create a new lotry with a Form A, -•including all of lot 24, at least 150 feet of frontage on Ridge Road and the existing driveway to lot 24. The Board agreed. Mr. Lowe, attorney for the developer, stated that he will review Mr. Sandy's memo and will return to the Board at a later date with a solution that complies with the Board's recommendation. 6.. ARTICLES FOR 1981 ANNUAL TOWN MEETING Mrs. Wheaton proposed a schedule for the public hearings for the zoning articles for the 1981 Annual Town Meeting. It was agreed that the public hearings will cover four nights with six hearings each night. The Planning Director and Chairman will make the final schedule during the week. The Board agreed, as a policy, that its report to Town Meeting will be based upon the material presented at the public hearings. The Planning Board will not consider changes in the proposal after the public hearing unless changes are at the specific request of the Board. In that case, all changes must be on file no later than noon, Friday, February 20, 1981. Applicants will be notified promptly of this policy. 1 5.81 Page 3 It was agreed a Board member will be responsible for each citizens article and each article proposing to amend the text of the Zoning By -Law and will collaborate with the staff on preparing reports. For each of the Planning Board sponsored articles, one Board member will prepare the description used in the warrant and a one page justification for the article.
