HomeMy WebLinkAbout1980-11-17PLANNING BOARD MEETING November 17, 1980 The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the Chairman Mrs. Wheaton with members Sorensen, Nichols, Friedman, Sandy, Planning Director Bowyer, Assistant Planner Asen and Clerk Mrs. Cooke present. APPROVAL OF MINUTES Upon a motion by Mrs. Nichols, seconded by Mr. Sorensen, the minutes of the Planning Board meeting of November 10, 1980, were unanimously approved as written. CERTIFICATE OF ZONING COMPLIANCE Lot 44(B) on assessors Map 30, Plymouth Road, 1980/5: A letter from Building Commissioner DiMatteo, dated November. 14, 1980, requesting Planning Board con- currance on a Certificate of Zoning Compliance was reviewed. Upon a motion by Mr. Friedman, seconded by Mrs. Nichols, it was voted unanimously to concur in the Building:Commissioner's:findings that--the-,parcel complies with_the Zoning By -.Law. 2325 Massachusetts Avenue, Community Nursery School, 1980/3: Discussion of the Building Commissioner's request, tabled at the September 8 and 16 and November 3 meetings was resumed. Upon a motion by Mrs. Nichols, seconded by Mr. Friedman, it was voted unanimously to take the matter off the table. The Planning Director reported Town Counsel's opinion, that in effect there is no basis for denial of the Certificate of Zoning Compliance. Upon a motion by Mrs. Nichols, seconded by Mr. Friedman, it was voted 3 - 2, with Mrs. Nichols, Mr. Friedman and Mrs. Wheaton in favor, Mr. Sorensen and Mr. Sandy in opposition, to concur in the ' Building Commissioner's finding that the parcel complies with the Zoning By -Law. DETERMINATION OF PLANNING BOARD APPROVAL Land Off Woburn Street, Lexington Housing Authority_, Form A80-23: The Board re- viewed a plan showing the land for the proposed Lexington Housing Authority's elderly housing development off Woburn Street. The Board agreed that a notation should be made on the plan that the lot is not a buildable lot and that the lot should be designated with a letter (i.e., Lot -A). Upon a motion by Mr. Friedman, seconded by Mrs. Nichols it was voted unanimously: The Plan entitled "Plan of Land in Lexington, Mass.", dated August 14, 1979 prepared by Joseph Moore Company, land surveyors of Bedford, Mass., certified by Roger Corbin, registered land surveyor, with application Form A80-23, by Roger Corbin acting for the Lexington Housing Authority showing land on Woburn Street, does not require approval under the Subdivision Control Law. The Planning Director is authorized to endorse the plan on behalf of the Planning Board with the proper notations added. SUBDIVISION OF LAND Willow Ridge Subdivision The Planning Board reviewed the documents for the rescission of approval of the definitive plan for Willow Ridge Subdivision. Upon a motion by Mr. Friedman, seconded by Mr. Sorensen, it was voted unanimously to include an additional reason r 11.17.80 Page 2 to the document "Reasons For Rescission of Willow Ridge Subdivision". The new reason was listed as reason #5 in the draft copy of Reasons For Rescission of Willow Ridge Subdivision presented at the public hearing on this matter on November 3, 1980. Upon a motion by Mr. Sandy, seconded by Mrs. Nichols, it was voted unanimously to rescind the definitive subdivision plan entitled "Willow Ridge Lexington, Mass.," dated November 20, 1978 revised to April 30, 1980, and rescind its approval of a Certificate of Action dated March 5, 1979 and approve the document Reasons For Rescission of Willow Ridge Subdivision, as amended. Mr. Thomas Callahan, attorney, representing Mr. Tuttle, applicant, szbmit:ted to the Board an assent to the rescission dated November 17, 1980. PLANNING BOARD ANNUAL REPORT. The Planning Board reviewed the draft of the Report Of The Planning Board for the Annual Report. Mr. Friedman and Mrs. Nichols will write additions for the report and the Chairman and Director will do the final editing. POLICY: EFFECTS OF PROPOSITION 2 1/2 ON REZONING OF LAND IN LEXINGTON The Board reviewed a draft of a statement on the Effects Of Proposition 2 1/2 On Rezoning In Lexington. The Board will review the draft and work on revisions which will be discussed at the meeting of November 24. DISPOSITION OF ADAMS SCHOOL ' There was a brief discussion of the memorandum dated November 3, 1980. REPORT BY MEMBERS Mr. Sandy briefed the Board on the Board of Appeals hearing of November 13, 1980. PLANNING DIRECTOR'S REPORT Mr. Bowyer reviewed a list of follow-up actions that Board members are responsible for. The Assistant Planner reviewed the meeting of November.7, 1980, that he attended with the Town Manager, the Department of Mental Health and Hilgenhurst Associates, relative to optimum reuse for the Metropolitan State Hospital land, off Concord Avenue. Gordon Brigham of Hilgenhurst Associates, consultants to the Department of Mental Health, requested supplementary information about the site, including utility access,traffic in the vicinity and any pertinent environmental informa- tion. The Town Manager agreed to supply Hilgenhurst Associates with any exist- ing information that the Town has gathered on the land. The meeting adjourned at 10:11 p.m. Laura Nichols, Clerk
