November 3, 1980
The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by
the Chairman Mrs. Wheaton with members Sorensen, Nichols, Friedman, Sandy, Plann-
ing Director Bowyer, Secretary Mrs. Cooke and Assistant Planner Asen present.
APPROVAL OF MINUTES
The minutes of the meeting of October 14, 1980, were amended and upon a motion by
Mr. Friedman, ..seconded by Mrs. Nichols, were approved as amended by a vote of 4 - 0.
Mr. Sandy abstained from voting since he had not attended the October 14, 1980,
meeting.
Upon a motion by Mr. Friedman, seconded by Mr. Sandy, the minutes of the meeting
of October 27, 1980, were approved unanimously as written.
PUBLIC PARTICIPATION
Mr. Rocco Frasca, owner of land at 979 and 987 Waltham Street, inquired on the
status of the Waltham Street Study. Mr. Frasca was invited to the Planning Board
Office to review the material that has been collected. It was stated that the
study had come to a halt due to other pressing duties and lack of staff.
CERTIFICATE OF ZONING COMPLIANCE
Lot 2A and 3 on Assessors Map 78, Blake Road, 1980/4: A letter from Building
Commissioner DiMatteo, dated October 31, 1980, requesting Planning Board con-
currance on a Certificate of Zoning Compliance for combining two nonconforming
' lots (Lot 2A and 3) into one conforming lot was reviewed. Upon a motion by
Mr. Sorensen, seconded by Mrs. Nichols, it was voted unanimously to concur in
the Building Commissioner's finding that the new parcel complies with Zoning
By -Law.

the Building Commissioner's request, tabled at the September 8 and 16 meetings.
was resumed. It was agreed to again table the matter pending advice from Town
Counsel as to whether the original Special Permit should be revised because of
a proposed smaller lot area.
COMMUNICATIONS
EDEA, Environmental Notification Form re: 424 Bedford St., Boston Properties
Development: The Planning Board discussed a report by the Executive Office of
Environmental Affairs pertaining to traffic analysis for the proposed Boston Pro-
perties Office Park. It was noted by the Board that a number of traffic improve-
ments discussed in the report could be implemented in the present right-of-way
without mucy cost.
Willow Ridge Subdivision off Barrett Road Public Hearing: At 8:00 p.m., a public
hearing to determine whether the Board should rescind, amend, or require a change
to retain the status of an approved subdivision plan of Landsail, Inc., entitled
"Willow Ridge, Lexington, Mass. was opened. The hearing was closed at 9:30 p.m.
In attendance at the Hearing was petitioner John Tuttle and his attorneys
William Vincent and Thomas Callahan. Neighbors in attendnance who spoke were
Cynthia Provost, Lawrence Frazer, Shirley Byrne and Elliot Abrons.

After comments and deliberations by all interested parties the Planning Board agreed
that they would postpone a decision until November 17, 1980. The postponement was
agreed to so that the Town Counsel may review and comment on the applicant's forthcoming
evidence and documents. Town Counsel will advise the Board if the approved subdi-
vision is presently in proper order and could legally proceed.
DISPOSITION OF ADAMS SCHOOL
Mr. Bowyer briefed the Board on the schedule and submissions requirements for the dis-
position of the Adams School. It was noted that the Zoning Public Hearing for the
designated developer was tentatively scheduled for Thursday, February 12, 1980.
The Board also reviewed a staff memo on zoning interpretation issues for the con-
version of the Adams School. The Board will review the zoning issues and make
comments at the meeting of November 17, 1980.
PLANNING DIRECTOR'S REPORT
Mr. Bowyer reported to the Board on recent interest by real estate brokers re-
garding zoning information for the Kennecott Copper property off Spring Street.
The property is in a "CR" Zoning district and is presently up for sale as Kennecott
is leaving New England.
The meeting adjourned at 10:42 p.m..
