HomeMy WebLinkAbout1980-06-09PLANNING BOARD MEETING ' June 9, 1980 The meeting of the Lexington Planning Board was called to order at 7:40 p.m. by the Chairman Dr. Friedman, with members Sandy, Nichols, Wheaton, Sorensen, Planning Director Bowyer, and Administrative Clerk Mrs. Snow present. APPROVAL OF MINUTES The minutes of the Planning Board meeting on June 2, 1980, were amended, and unanimously approved as amended. The Chairman asked for clarification of the request by the Human Services Committee for preparation of a map showing location of all subsidized housing in the Town. Mr. Bowyer explained that the procedure has been changed so that the map will show all multi -family and institutional uses, in addition to the subsidized housing units, to avoid public disclosure of the recipients of subsidies. LAND SUBDIVISION Lincoln Hill, off Morgan and Jean Roads: The Certificate of Action and Special Permit, as approved on June 2, 1980, were signed. Mr. Sandy did not sign the documents because he is a member of Temple Isaiah, abutter to the subdivision site and had abstained from voting. RECOMMENDATIONS TO THE BOARD OF APPEALS, B/A HEARINGS OF JUNE 12 Boston Properties, Inc., 424 Bedford Street: A draft report on the applica- tion of Boston Properties, Inc., recommending denial of variances, on a motion by Mrs. Wheaton, seconded by Mr. Sandy, was approved by a majority of the Board. Mrs. Wheaton, Mrs. Sandy, Mr. Friedman, Mr. Sorensen voted to accept the report as amended; Mrs. Nichols voted in opposition. The draft report and recommendations of the Planning Board on the application of Boston Properties, Inc. for Special Permit to construct office buildings, was amended and was unanimously approved as representing the position of the majority of the Board. Mrs. Nichols took a minority position. Mrs. Wheaton pointed out the requirement for application by Boston Properties,. Inc. for Special Permit to allow development in a flood hazard area. A portion of the site at 424 Bedford Street is in Zone A. and the contours in that portion would be altered. A letter will be sent to the Board of Appeals calling their attention to this situation. Joseph and Adeline Fournier, 31 Moreland Avenue: Draft reports on the appeal by the Fourniers of the Building Commissioner's denial of a building permit (see minutes of June 2, 1980), and an application for variance on setback re- quirements were reviewed, and upon motion by Mrs. Wheaton, seconded by Mr. Sandy, the reports were accepted as written. C Page 2 6.9.80 APPOINTMENTS ' Land at Blossom Street - Lawn Avenue: Steven Russian, Joel Greenstein and Richard Corozzini met with the Board for discussion of alternative preliminary sketch plans for either a conventional or a cluster development of the Corazzini land at Blossom Street and Lawn Avenue. A development of 14 lots on the 12 acre parcel, leaving 4 acres unsubdivided, is proposed. No con- clusion was reached by the Board as to whether the subdivision road should be a through way or constructed as a 725+ foot cul-de-sac with easement for future cut through to Blossom Street. The possibility of using the 4 acres of open space as a recreation area for the neighborhood was discussed. Land Along Waltham Street near Town Line: Michael Colangelo and Ed Darman were present for an informal discussion of their interest in development of land on the west side of Waltham Street, abutting the Star Market property in Waltham. The developers favored rezoning for office park use. Problems with access to the site and nearby Lexington residential areas were noted. The site will be included in the "Sensitive Areas Analysis" project to be pursued by the Planning Board in the near future. It was agreed that each member would prepare a list of the ten most important areas in Town to be included in the "Sensitive Areas Analysis". A plan submitted by Norman E. Newlands, with Application Form A80-11, showing land at "Grandview Avenue" was reviewed, and upon a: motion by Mrs. Wheaton, seconded by Mrs. Nichols, it was unanimously VOTED: ' The plan entitled "Plan of Land in Lexington, Mass.", dated November 7, 1979, by Miller and Nylander Co., submitted with Application Form A80-11 by Norman E. Newlands on June 3, 1980, showing Lots 101-A, 101-B, 102 and 103 at Grandview Avenue and Estabrook Road, requires no approval under the Subdivision Control Law.
