HomeMy WebLinkAbout1980-01-28PLANNING BOARD MEETING January 28, 1980 ' The meeting of the Lexington Planning Board was called to order at 7:34 p.m. by the chairman Dr. Friedman with members Sandy, Wheaton, Nichols, Friedman, planning intern Asen, administrative clerk Mrs. Snow present. Mr. Zabin joined the meeting at 8 p.m. Also in attendance was Charles Downe, planning consultant. Herbert Eisenberg, architect for Winn Development Co., was present to SHAKER GLEN submit revised, lower density plans for Shaker Glen Brook housing BROOK HOUSING proposal at Woburn Street. The new plan showed redesign of the road REZONING alignment with 86, rather than 95 units at a density of 8.97 units per acre. 22 of the units would be allocated for low/moderate income housing. Parking spaces for 129 cars will be provided. Letter from Attorney L. R. LeClair, Jr. dated January 22, 1980, requesting determination as to status of Lot 437 at Marrett Road, was read by theMARRETT RD. chairman. Form A plan #78-24, endorsed by the Planning Board on 9.13.78,LOTS 436,437 showing subdivision of land at #502 Marrett Rd. into Lots 436 and 437, per Board of Appeals variance, was noted. The chairman will consult with Town Counsel on the matter before response to Mr. LeClair. Attorney Dennis Lowe, representing Theodore L. Freeman, was present to RIDGE EST. II submit a revised plan of the layout of Ridge Road (revised January 23, CLUSTER SUBDV. 1980, to replace Sheet 10 of 12) which was deemed acceptable to APPROVAL ' Attorney John E. Ryan, representing Frances Leavitt (see minutes of 1.7.80). Draft Certificate of Action for Ridge Estates II Cluster subdivision plan was reviewed, which included reference to agreement of the Ridge Road layout between the two parties. Upon a motion duly made and seconded, it was unanimously VOTED: To approve, subject to the terms and conditions of a covenant given under the provisions of Section 81U, Chapter 41 of the General Laws, and subject to further terms and conditions enumerated in the Certificate of Action, the definitive subdivision plan entitled "Ridge Estates II, Lexington, Mass., Definitive Plan for Cluster Subdivision", dated October 10, 1979, revised November 14, 1979, revised December 19, 1979, Revised January 23, 1980, by Joseph W. Moore Co., Theodore L. Freeman, Kerrie Realty Trust. applicant. The plan must comply with all the rules and regulations set forth in the Subdivision Control Law, conditions of the special permit issued by the Board of Appeals on June 14, 1979, and is subject to the terms and con- ditions enumerated in the Certificate of Action. Attorney Frances W. K. Smith met with the Board to discuss procedures 265 BEDFORD ST. for implementing separation of a lot at 265 Bedford St. .1954 plot plan F.W.K. SMITH and Board of Appeals variance allowing separation of the lot were re- viewed. Mr. Smith noted that the variance had not been recorded in the Registry of Deeds and that the other structure on the lot has been used as a dwelling for a number of years. Mr. Smith was advised to submit a Form A application with a plan showing two lots which the Planning Board could en- dorse with a notation that neither lot is buildable. Board of Appeals variances for each lot should then be sought. 1 1 Page 2 1.28.80 Steve Asen reported on attendance of David Williams, Cliff Prentiss and himself at a meeting with Joseph Flatley, EOCD, regarding an erroneous LEXINGTON report on restrictive housing in Lexington, as published in the LexingtonHOUSING QUOTA Minute -man. Since documentation of progress in meeting Lexington's SELF HELP housing quota was provided, it was concluded that the Town will contin- FUNDING ue to receive its allocation of self-help funding. Regarding Steve Russian's November 28 proposal to seek rezoning of land at 16 Clarke Street to CB, it was agreed that Mr. Russian will be invited to meet with the Board for discussion of the matter on February 11. Draft letter denying release of surety at Woodpark Estates subdivision WOODPARK EST. because of incomplete work items was reviewed. Upon a motion duly made SURETY and seconded, it was unanimously voted to approve the letter as written. Steve Asen's January 18 memo, listing the outstanding work items will be attached to the letter.
