HomeMy WebLinkAbout1980-01-07PLANNING BOARD MEETING January 7, 1980 The meeting of the Lexington Planning Board was called to order at 7:40 p.m. by the chairman Dr. Friedman with members Sandy, Zabin, Nichols, Wheaton, planning intern Steve Asen and administrative clerk Mrs. Snow present. Also in attendance were Peter DiMatteo, Building Commissioner, Charles Downe, planning consultant, Susan Fisher, Lexington Minute -man, and Anne White, Lexington Independent. Mr. DiMatteo's suggested revisions to the draft sign by-law were reviewed SIGN BY LAW and the draft was amended based on the suggestions. At 8:04 p.m., Theodore Freeman, Attorney Dennis Lowe, and Engineer Oiva RIDGE EST.II Hintsa met with the Board for discussion of the definitive plan for Ridge Estates II cluster subdivision. Referring to the letter from John E. Ryan, attorney for Frances Leavitt, regarding dispute over the location of the layout and rights in Ridge Road, Mr. Freeman was informed of Town Counsel's advice that an extension be requested to allow time for resolution of the question. Dennis Lowe reported on conference with Attorney Ryan and plans now being prepared which would demonstrate agreement on the matter. The developer will request extension of time on the plan if evidence of agree- ment is not provided to the Planning Board by January 16th. A sketch cluster plan for a 6 -lot subdivision of land off Clematis Road TRINITY HILLS (Trinity Covenant Church land) was also shown by Mr. Lowe. 12.6 acres of SUBDV. the 25 -acre property will be conveyed by the church to the Town for con- servation and an additional 4.9 acres will be left open by Freeman. Mr. Lowe asked for expression of any Planning Board concerns on the layout be- fore the Wetland Hearing on the plan. Waivers on pavement width (to 24 ft.), length of the cul-de-sac (700 feet), installation of sidewalks and fire alarm system, and underground installation of utility wires will be re- quested. It was noted that existing utility poles on Clematis Road are servicing existing homes. Mr. Lowe was informed that waiver on the frontage for the property to be retained by the church would have to be obtained through the Board of Appeals. Mr. Lowe submitted plans for rezoning of the Ridge Estates II site (to be PRESCOTT known as Prescott Village) to RD. A total of 101 units are proposed (den- VILLAGE TO RD sity of 2.2 units per acre) with 20 units for low income and 30 units desig- nated "economic" to be provided. $229,000 tax revenue is projected. Cover- age of the site by buildings, roads and driveways will be 19%+, 80% will be undeveloped including 38% of the total site for conservation. There will be no expense to the Town for maintenance of the roads. Mr. Lowe compared the plan to the cluster plan for Ridge Estates II with respect to bike paths, which will be the same, but noted that 38 buildings containing the 101 units, rather than 45 in the single-family plan would be built. He estimated population of the RD development to be 171 adults and 20 children as opposed to 120 adults and 94 children in the cluster. Brochures of the proposal were distributed to the members. Mr. Freeman estimated prices as follows: luxury units from $110,000 to $150,000 and standard units $70,000 to $80,000. Site analysis plan showing one -foot contours and layout of the cluster plan for the same site, now pending Planning Board action, were shown for comparison and discussed briefly. Also displayed were 1 u 1 Page 2 1.7.80 neighborhood analyses showing adjacent homes and site plan with a 30 -foot paved road width. The 20 low-income units are to be clustered in one PRESCOTT area. HUD rules on payment of maintenance fees make this grouping more VILLAGE practical. Dennis Lowe is working on details of condominium relationship of the two existing homes on the site. The developer will have a new Wetland Hearing on the proposal even though he stated that there will be no substantial change in the amount of building and road areas. Planning Board hearing on the rezoning article will be held on February 13. The Board considered action on the preliminary plan for Ingleside subdivi- INGLESIDE sion at Ingleside Road, and reviewed a draft letter of approval. Upon a motion duly made and seconded, it was unanimously VOTED: To approve the preliminary subdivision plan entitled "Ingleside - Preliminary Plan of Land —Lexington, Mass.", dated May 23, 1979, re- vised November 27, 1979, by MacCarthy & Sullivan Engineering Inc. Theodore Freeman's letter dated December 26, 1979, was reviewed. Because of secretarial error, upon a motion duly made and seconded, it MINUTES 11/5 was unanimously voted to rescind approval of the minutes of November 5, APPROVAL 1979, as voted on November 26, 1979. Action on the redrafted minutes RESCINDED for November 5 was tabled. Charles Downe distributed memos on his observations on the petition for POTTER POND special permit for the Potter Pond RD development. A full report will be prepared by Mr. Downe before January 24, for review of the Board before the January 31st Board of Appeals hearing. The meeting adjourned at 9:44 p.m. Frank Sandy, Clerk
