September 4, 1979
The meeting of the Lexington Planning Board was called to order at 7:36 p.m.
by the chairman Dr. Friedman with members Sandy, Wheaton, Nichols, Zabin,
planning director Briggs, planning intern Steve Asen, and secretary Mrs.
Snow present.
Further consideration by the Board of Appeals on the Morrow Crossing MORROW CROSSING
RD proposal is scheduled for 8 p.m. this evening. Dr. Friedman will
attend to offer additional Planning Board comments on new plans submitted
by Mr. Moore. Receipt of comments dated August 14, and 22, 1979, from
Whitman & Howard to the Conservation Commission, was noted. Copies were
distributed to the members. Memo from Fire Chief Bergeron, dated September 4,
1979, recommending that installation of fire alarm boxes within the devel-
opment are not necessary, was noted. The following recommendations will
be made by Dr. Friedman on behalf of the Planning Board:

Wheaton chaired the meeting until his return at 8:40 p.m.
The Board reviewed a plan submitted with Application Form A79-14, to FORM A79-14
record division of a single lot with two dwellings at Shirley and Bed- SHIRLEY &
ford streets, as allowed by the Board of Appeals on August 9, 1979. BEDFORD STS
Upon a motion duly made and seconded, it was unanimously VOTED: SNELSEN
The plan entitled "Plan of Land in Lexington, Mass", dated August 16,
1979, by Miller & Nylander, showing land at #7 Shirley St. and #110
Bedford St. submitted on August 27, 1979, by Richard T. and Joan E.
Snelsen with Application Form A79-14, requires no approval under the
Subdivision Control Law.
Mr. Spagnuola resubmitted a plan previously listed as Form A79-8 and FORM A79-15
rejected by the Planning Board on June 11, 1979. The new plan, Form A-
79-15, showing land at Maple Street and Carnegie Place, was explained by

18" granite non -mountable curbing at East St. accesses and on both
sides of the road from station 5+0 to 7+0 should be installed.

The hydrants should remain at the end of the loop road with two fire
hydrants in Doran Farm Lane.
3.
A fire hydrant accessible to the easterly corner of the development
should be provided.
4.
By a 3 - 2 vote, the Planning Board recommends installation of a fire
alarm box.
5.
Plans should be redrawn to show changes and a final review
by Whitman & Howard is recommended.
6.
The sewer and catch basin manholes are further apart than allowed by
our subdivision rules and regulations (300 ft. sewer, 250 ft. storm
drains.
7.
Landscape plans are not sufficiently explicit.
8.
Driveways off Doran Farm Road and off East Street should be 14` wide.
9.
Roadbed of'Doran Farm Road should comply with Section 7.3.4 of the
Subdivision Rules and Regulations.

by MacCarthy & Sullivan Engr. Inc. showing land at Carnegie Place
Ingleside Road, and Maple Street, submitted on August 27, 1979, by
Kingston Builders Corp., Emilio V. Spagnuola, Treasurer,, with
Application Form A79-15, requires no approval under the Subdivision
Control Law.
The vote was conditional upon addition of three notes to the plan:
"Parcel A is not a buildable lot.","Lot 18A is not a buildable lot.",
and "Ingleside Road abutting Parcel A is not a legal way." The planning
director was empowered to endorse the plan on behalf of the Board follow-
ing addition of the notations.
Dr. Friedman's draft letter to the Board of Appeals regarding Planning WAIVER OF

The Board reviewed a request by William H. Hamilton for extension of time
within which the Planning Board must act on the preliminary plan for HAMILTON SUBDV.

and seconded, it was unanimously VOTED:
To extend the time within which the Lexington Planning Board must
act on the preliminary plan entitled "A Preliminary Plan of Lots in
Lexington, Mass.", dated July 29, 1979, to September 18, 1979, as
requested by William H. Hamilton, applicant.
Mr. Briggs' draft of "Reasons for the Granting of the Special Permit CAMBRIDGE FARMS
for Cambridge Farms" was reviewed. Since all conditions of the special
permit were not referenced in the draft, it will be redrafted for consid-
eration next week.
Minutes of the Planning Board meeting of August 6, 1979, were reviewed
approved as amended, subject to researching the tape recording of the
meeting with reference to the composition of the vote on Form A79-12,
and correcting the minutes accordingly.

the forthcoming submittal which, as Mr. Saunders describes it, will re-
quire waiver on frontage and road construction requirements and B/A variance
on frontage.
The Board reviewed the memo from Mrs. Morey, dated August 6, 1979, asking
for an opinion on the request of Harvey Newgent for a new hearing on a NEWGENT, CEDAR
proposal to divide land at Cedar and Denver streets into two lots. & DENVER STS.

Mr. Newgent is appealing the February 22, 1979, B/A denial of a petition
for variance concerning the same property, and wishes to resubmit a NEWGENT (cont`d)
plan which he considers to be significantly different. The new proposal
was reviewed and compared with the February 22, 1979, plan. Section 16
of the State Zoning Act was referenced regarding Planning Board and B/A
procedures in handling requests for rehearings within two years. Dr.
Friedman will confer with Mrs. Morey on the matter, and Mr. Briggs will
ask advice of Town Counsel,
Dr. Friedman reported on his meeting with the Town Manager and the Chaii-
man of the Board of Selectmen regarding a special Town Meeting this fall.

The CB Parking Committee will hold a meeting on September 12 in the CB PARKING
Planning Office. Dr. Friedman explained the concept of his draft of COMMITTEE

It was agreed, in discussion of an amendment to create a transitional CT ZONE ARTICLE
zone at the perimeter of Lexington Center, that the matter will be dis-
cussed at the September 17 meeting with CBD landowners. A Board of
Appeals/Planning Board meeting with the CBD Committee will be scheduled
shortly thereafter for further discussion of the amendment.
Dr. Friedman informed the Board of his conversation with John Crowe, DESIGN ADVISORY
D.A.C., regarding D.A.C. relationship and involvement with the Planning COMMITTEE
Board. It was agreed that a D.A.C. member will be invited, well in advance,
to Planning Board meetings at which the Board would benefit from recommen-
dations on specific subjects or proposals.
Letter dated August 14, 1979, from the Lincoln Planning Board, stating HANSCOM FIELD
concern at proposed development plans of Massport at Hanscom Field, and
requesting Bedford, Concord, and Lexington participation in obtaining
joint legal counsel and in general,requesting, comments on Massport
activities at Hanscom.
A letter to the Lexington Board of Selectmen, recommending cooperation
with Lincoln, will be prepared by Dr. Friedman.
Mrs. Nichols discussed her memo dated August 14, 1979, describing a pro-
posed project to update all maps and reproduce them in uniform scale. A
600 scale base map of the Town and clear overlays at the same scale showing
soils, vegetation, road circulation, sewer, bus routes, HUD Flood and
watersheds, storm drainage, demographic and land use, and zoning.would be
housed in a vertical light box. Mr. Briggs said that the whole project, includ3
ing preparation of maps and the light box, could be accomplished in-house.
Request for construction of the light -box will be submitted to the Town Mgr.
Dr. Friedman informed the members of his preliminary conversation with the
Town Manager concerning the impact of the recent consolidation of the
Building and Planning departments.
