HomeMy WebLinkAbout1979-03-12CIII 1 1 PLANNING BOARD MEETING March 12, 1979 The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the vice chairman Dr. Friedman with. members Sandy, Wheaton, Nichols, Planning director Briggs and secretary Mrs. Snow present. Mr. Zabin joined the meeting at 8:15 p.m. following his attendance at the Board of Selectmen meeting regarding the minority report on the Master Housing Study. Request by the Town Manager for Planning Board position on continuance of TOWN WIDE the Town -wide drainage study, was considered. Suggestion was made that DRAINAGE Article 16 (funding for the study) be postponed pending completion and STUDY review of the current study of the Vine Brook area by Whitman and Howard. It was agreed that undertaking of the Tophet Swamp study should not be de- ferred because of possible development of large tracts of land in that area. Closer monitoring of the implementation of the contract with the consultant, so as to ensure inclusion of useful information.as stipulated in the contract, was suggested. No specific position statement was made, but -,Dr-Sandy will confer with the Town Manager to relay the feelings of the Board, and to ask for specific questions to be responded to. The Planning Board will meet on each Monday and Wednesday in March from 7 to 8 p.m., for the remainder of the month. Draft report by Mr. Briggs on Article 75, rezoning to CD at Hartwell/ ARTICLE 75 Westview, was reviewed. It was felt that the proponent had not submitted TO CD, HART - adequate information regarding grading, drainage, and there was question WELL/WESTVIEW as to the adequacy of parking spaces provided., Action was tabled pending receipt of detailed information. Mrs. Wheaton's draft report on Article 60, Municipal Building/Site Conver-ARTICLE 60 sion, was reviewed and unanimously approved as amended. MUN. BLDG. SITE CONVERSIDN Mrs. Wheaton's draft report on Article 61, Conveyance of Parker School, ARTICLE 61 was reviewed and unanimously approved as amended. PARKER SCHOOL The report on Article 59, rezoning of the Parker School land, noting in- ARTICLE 59 definite postponement of that Article, was reviewed and unanimously PARKER SCHOOL approved. LAND Draft report by Mrs. Wheaton on Article 63, Congregate Living, was re- viewed and unanimously approved as amended. Mr. Zabin's draft report on Article 64, Accessory Apartments, was re- viewed and unanimously approved as amended. The motion under Article 64 was discussed with regard to addition of reference to "boarders" to be made in Section. 42.1 (e). The motion was unanimously approved as amended. ARTICLE 63 CONGREGATE, LIVING ARTICLE 64 ACCESSORY APTS. ARTICLE 64 MOTION 1 r 1 Page -2 3.12.79 Mr. Zabin reported on suggestions by the Board of Selectmen for changes ARTICLE 74 in the Housing Resolution Policy Article 74. The motion on the Article HOUSING was unanimously approved as amended per the Selectmen's suggestions. POLICY Dr. Friedman's draft report on Article 65, Home Occupations, was reviewed ARTICLE 65 and unanimously approved as amended. HOME OCCUPA- TIONS The motion under Article 65 was reviewed, revised and unanimously approved as amended. Draft report by Dr. Friedman on Article 66, Non -conforming Uses/Lots/ ARTICLE 66 1 Structures, was reviewed and unanimously approved as written. NON CONF. LOTS USES STRUCTURE Draft report by Dr. Sandy on Article 67, Parking/CB Zone, was reviewed ARTICLE 67 and revised. The report was unanimously approved as amended. PARKING CB Dr. Friedman's draft report on Article 68, Parking and Loading, was ARTICLE 68 unanimously approved as amended. The motion was also reviewed, revised PARKING & and unanimously approved as amended. LOADING h Draft report by Dr. Friedman on Article 69, Definitions, was unanimously ARTICLE 69 approved as written. DEFINITIONS Mr. Zabin's draft report on Article 70, Swimming Pools, Racquet Courts, was unanimously approved as written. Dr. Sandy's draft report on Article 72, Legal Frontage on Rights=of-way, was reviewed, revised and unanimously approved as amended. Report on Article 73, Time Changes, was drafted, reviewed and approved as presented. The meeting adjourned at 11:45 p.m. Iris G.
