PLANNING BOARD MEETING
February 26, 1979
The meeting of the Lexington Planning Board was called to order at 7:37 p.m.
by the chairman Mr. Zabin with members Friedman, Wheaton, Sandy, Nichols,
planning director Briggs, and secretary Mrs. Snow present.
The Board reviewed a plan submitted with Application Form A79-3, showing
land of the Scottish Rite Masonic Library and Museum at Marrett Rd.
Board of Appeals permit, dated October 4, 1971, prohibiting amendment to
the plan as submitted without B/A approval was noted. The Planning Board
determined that the plan was inadequate because it showed neither the
existing buildings on the lot, nor setbacks. Upon a motion duly made and
seconded, it was unanimously VOTED:
To reject the plan entitled "Plan of Land in Lexington, Mass.", dated
February 4, 1979, by Miller & Nylander, submitted on February 13,
1979, with Application Form A79-3 by the Supreme Council, A.A.S.R.,
Stanley Maxwell, President, showing Lots B1 and B2 at Marrett Rd.,
Lexington.

Written request, dated January 30, 1979, from Theodore L. Freeman for BICENTENNIAL
reduction of surety for construction at Bicentennial Farms subdivision, FARMS BOND
was considered. Engineering Department recommendations, dated February 23,
1979, that the entire amount of the surety be retained pending inspection
in the Spring for frost damage to the road, were noted. It was also re-
ported that wet areas at the driveways to several houses need attention,
and some of the storm drains lay too high to the surface of the road.
Conservation Commission has questioned the efficiency of the holding pond
which did not function properly during the winter rain storms and requests
that the drainage system be reviewed before any bond reduction is granted.
Upon a motion duly made and seconded, it was unanimously VOTED:
To deny the request by Theodore L. Freeman, Trustee, Kerrie Realty
Trust, dated January 30, 1979, for reduction of surety on Bicentennial
Farms subdivision, as recommended in a memorandum dated February 23,
1979, from the Engineering Division,' "and by the Conservation Commission.
The reasons for denial are as follows:
1. The grading of the road in front of several driveways has left low
spots where water collects.
2. There is some question as to the subsurface of the road due to re-
ported water problems. The Planning Board believes that it would be in
the best interest of the Town to check this after the frost has left the
ground in the spring.
3. The Conservation Commission has reported that the holding pond which
is a part of the overall drainage system did not function satisfactorily
during the February storm. This must be reviewed with the Conservation
Commission as well as Engineering before any reduction of bond is granted.
At 8:07 p.m., John Meservy and Kevin Lynch, Carr/Lynch Associates, met HANSCOM LAND
with the Board to give a progress report on the Massport initiated land USE/NOISE
use study of the area surrounding Hanscom Field. Planning Board input STUDY
was requested. Parcels of developable open land (minimum 5 acres) within
the Lexington study area were pointed out on a plan, and the members

suggested inclusion of several additional parcels, not designated. The
study when complete will give recommendations to town regarding fiscal,
noise and traffic impact on land use of developable:- .sites on the perimeter
of Hanscom Field. Mr. Lynch asked for written comments within two weeks.
Planning Board meetings for the month of March will be posted as follows: MARCH MTG.
March 5 and 12, at 7:30 p.m., March 19, 26, at 7:00 p.m. Additional SCHEDULE
meetings will be scheduled for March 21 and 28, if deemed necessary.
At 9:25 p.m., Joel Greenstein and his attorney, George Silverman, met
with the Board to discuss revisions to the plan for Trinity Hills con-
dominium development, which had been presented with deficient frontage
at a public hearing. To remedy this, Clematis Road, owned in entirety
by the Trinity Covenant Church, is to be constructed to Town standards,
and will supply the necessary frontage. Also, in response to Planning
Board suggestion, garages will be set 40' back from the pavement for
easier access. Drainage plans have been revised in an attempt to resolve
inadequacies noted at the public hearing.
John Tuttle's request for extension of time for Planning Board action on
the special permit for Willow Ridge subdivision was considered. Time is
needed for procedures to withdraw Mr. Tuttle's appeal to D.E.Q.E. of the
Conservation Commission's Order of Conditions, and publishing of the legal
notice of the Planning Board's public hearing. Upon a motion duly made
and seconded, it was unanimously VOTED:
To extend to April 26, 1979, inclusive, the time within which the
Lexington Planning Board must act on the application of John C. Tuttle,
Jr., Exec. Vice President, Landsail Inc., for Special Permit for the
subdivision plan entitled "Willow Ridge Lexington, Mass.", dated
November 20, 1978, revised to February 9, 1979, by Frank C. Gelinas
Associates, as requested by John C. Tuttle, Jr., applicant.
The meeting adjourned at 11:20 p.m.
