February 12, 1979
The meeting of the Lexington Planning Board was called to order at 7:37'p.m.
by the chairman, Mr. Zabin, with members Sandy, Wheaton, Friedman, Nichols,
planning director Briggs, and secretary Mrs. Snow present. Also in atten-
dance were Chairman Mary Shunney and Director Temple Scanlon of the Lexington
Housing Authority, and approximately 70 abuttors to the 23 scattered sites
proposed for low/moderate income housing, who were invited to participate
in an information meeting on the subject.
The chairman opened the meeting by explaining the requirement under the SCATTERED
Town By -Laws for Planning Board report to the Board of Selectmen on the SITE INFO
sites, prior to their conveyance to the Housing Authority. History of MEETING
the scattered site program, beginning with passage of Article 83, 1972,
was recapped.
Mr. Briggs explained aspects considered in evaluation of the sites, in-
cluding c;o liance with area and frontage requirements, and any variances
or redesi resiting of houses concerning setbacks, which might be needed.
The"grandfather" lot concept, which applies to most of the 23 sites, was
also explained.
All proposals were reviewed with respect to variances, siting of houses,
compatibility with neighborhoods, hydrological impact, availability of
utilities, drainage, adequacy of roads. Mr. Donahue, Weston Associates,
selected as developer of the sites, was present and gave information on
architectural features of the houses.
Statements made in opposition included questions as to whether some of the
lots were actually tax title, reference to impact of runoff and problems
from groundwater to abutting properties, adverse traffic situations created,
and concentration of subsidized housing units. The chairman thanked those
in attendance and promised attention to suggestions given.
The Board reviewed the request by John Tuttle for extension of time for WILLOW RIDGE
action on Willow Ridge subdivision to allow time for submission of re- EXTENSION
quired information on the definitive plan. Upon a motion duly made and
seconded, it was unanimously VOTED:
To extend to March 6, 1979, inclusive, the time within which the
Lexington Planning Board must act on the definitive subdivision plan
entitled "Willow Ridge in Lexington, Mass.", dated November 20, 1978,
r. February 2, 1979, r. February 9, 1979, by Frank C. Gelinas
Associates, as requested by John Madden, acting for John C. Tuttle, Jr.,
Exec. Vice President, Landsail, Inc., applicant.
Plan submitted with application Form A79-2 was reviewed by the Board. FORM A79-2
The plan sbows a small parcel (Lot 5) to be added to the Broglino parcel, RIDGE/EMERSON
and Lot 6, 14+ acres at Ridge and Emerson roads. Upon a motion duly made
and seconded, it was unanimously VOTED:
The plan submitted with Application Form A79-2, by Roger M. Corbin, on
February 12, 1979, entitled "Land Court Plan of Land in Lexington, Mass.",
dated February 8, 1979, by Joseph W. Moore Co., showing Lots 5 and 6 at
Emerson and Ridge roads, requires no approval under the Subdivision
Control Law.
The meeting adjourned at 11:33 p.m.
