HomeMy WebLinkAbout1979-01-17PLANNING BOARD MEETING January 17, 1979 ' The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the vice chairman Dr. Friedman with members Sandy, Nichols, Wheaton, planning director Briggs and secretary Mrs. Snow present. Mr. Zabin joined the meeting at 8:50 p.m. 1 1 Mr. Briggs announced that the Planning Board is invited to attend a TMMA meeting at the Bowman School on January 23rd, at which the four condo- TMMA MTG. RE minium rezoning proposals (Potters Pond, Morrow Crossing, Highland REZONINGS Village and Trinity Hills) will be presented by the proponents. Dr. Sandy's January 5, 1979, memo proposing a change in the definition ACCESSORY USE of accessory uses in scientific research centers was reviewed. Upon a DEFINITION motion duly made and seconded, it was unanimously voted to substitute the revised definition in the Planning Board's "Definitions" Article. Revised preliminary plans for Cambridge Farms subdivision were reviewed. CAMBRIDGE Mr. Briggs pointed out relocation of the road ending, and the deletion FARMS of one of the six lots originally proposed. The Conservation Commission is concerned about excessive filling below the 208 contour on lots 3 and 4, and it was suggested that the siting of houses could be shifted in the definitive plan. The developer will be asked to provide a walking easement along the drain easement and will be allowed to eliminate side- walk on the northerly side of the road to compensate. Action on the plan was deferred to January 22. At 8:20 p.m., Norman Duffy, Richard Corazzini, and Attorney Fred Conroy met with the Board to informally present a rezoning proposal for land at Blossom St. to RD. The plan was compared to the 1978 proposal for the same site, and it was noted that the density has been reduced from 48 to 36 units contained in 9 buildings, or 2.9/acre. Redesign of the unit layout was shown. Parking provisions, a garage and one open space for each unit, plus 31 guest parking spaces, were shown. Mr. Duffy said that an emergency exit from the site can be added if deemed necessary. Sales prices of the units will be from $65,000 to $85,000. Provision by the developer of a percentage of low/moderate income.housing was dis- cussed. Mr. Duffy will consider the possibility, but was unwilling to make a commitment. Mr. Zabin joined the meeting at this point. HIGHLAND VILLAGE CONDO.PROPOSAI Messrs.Dupree and their engineer from the Joseph Moore Co. met with the KILN BROOK Board to explain proposed changes in building plans for Kiln Brook OfficeOFFICE PARK Park. The Planning Board was asked by the Board of Appeals chairman for its view as to the significance of the changes as compared with the plans approved by the B/A on March 23, 1978, and responded in a letter dated January 10, 1979, that it appeared that a new public hearing will be necessary. Mr. Dupree was advised to have his attorneys investigate whether special permit under Section 40 (National Flood Insurance) will be necessary. Planning Board recommendations on the plan will be forth- coming after a more in-depth review. I I 1.17.79 Page 2 Design and construction features of the emergency access proposed for WILLOW RIDGE Willow Ridge subdivision was discussed. It was agreed that the path will be graded to 12 feet with 8 feet paved. Wooden breakaway posts will be installed, as well as 8" non -mountable curbing at each end of the path. Letter from the Housing Authority dated January 9, 1979, asking the ORCHARD ST. status of Orchard St. which is adjacent to Site 23 of the Scattered L.H.A Site Housing Program. The frontage for Site 23 could be increased from 49 feet to 74 feet if half of Orchard St. (paper St.) could be included in the lot. The Planning Board would favor the use of this portion of Orchard St. to increase the lot size. Mr. Zabin noted that minority statements on the Planning Board's December 1978 Housing Study have not been received to date. The statements were due by January 15, 1979. Jonathan Truslow, MAPC, reviewed and gave written comments on the report, which were read aloud. Mr. Truslow also reviewed Mr. Zabin's draft Housing Policy Resolution and commented favorably on it.
