HomeMy WebLinkAbout1978-12-20lJ 1 PLANNING BOARD MEETING December 20, 1978 The meeting of the Lexington Planning Board was called to order at 7:50 p.m. by the chairman Albert P. Zabin with members Sandy, Wheaton, Nichols, Friedman, and planning director Briggs present. Mrs. Nichols was appointed to take notes of the meeting. Discussion centered on the Planning Board Articles for the Warrant and the assigning of members to present the Articles. - The Article on definitions was reviewed and approved as amended. Manfred DEFINITIONS Friedman will present the Article. ARTICLE It was decided by the Board that the schedule of public hearings should PUBLIC follow the order of the Articles on the Warrant. HEARINGS The Article on accessory apartments was approved as amended after much ACCESSORY discussion. Mr. Briggs was instructed to check the size of the lots in APTS.ARTICLE the areas with large old houses to determine whether the minimum lot size should be 7,500 s.f. 10,000 s.f. or larger. Mr. Zabin will present the Article It was decided to approve Dr. Sandy's draft of the home occupations Article as amended. Dr. Friedman will present this Article. The draft Article on non -conforming uses, lots, and structures was approved as corrected. Dr. Friedman will present the Article. The Article on parking in CB1 and CB2 zones was reviewed and approved. Dr. Sandy will present the Article. The Article on swimming pools and racquet court facilities was approved as amended. Mr. Zabin will present this Article. HOME OCCUPA- TIONS ARTICLE NON CONFORM- ING LOTS,USES STRUCTURES CB1 &CB2 PARKING SWIMMING POOL RACQUET CTS. The congregate housing Article was discussed and renumbered to Section 43.CONGREGATE It was approved as amended, with Iris Wheaton to present the Article. HOUSING The Article concerned with accessory uses and structures was deleted by agreement of the members. Frank Sandy questioned the order on the Warrant for presenting the CB1/CB2 Article before the parking and loading regulations Article. ACCESS. USES & STRUCTURES CB1/CB2 ART. The parking and loading regulations were passed as amended. The Design PARKING/ Advisory Committee, as well as the Building Commissioner, will be asked LOADING REGS. to review the proposed regulations. The Board decided to delete the housekeeping numbering correction Article NUMBERING (Sectior...22)from the Warrant and present it with all other minor changes CORRECTION and inconsistencies next year. (Sec. 22) Discussion on the Housing Policy was deferred pending review by inter- HOUSING ested boards. A space on the Warrant is reserved. Mr. Zabin will POLICY present this Article for adoption of the Policy. Discussion was held on the presentation of the HUD Flood Map Article. HUD FLOOD There was question as to whether the Board of Selectmen or the Planning MAP, REVISED Board should present it. No map to date has been received showing the changes in the Tophet Swamp area. The vote was: Nichols and Zabin voted in favor of Planning Board presentation, Sandy and Friedman voted "no" due to the fact that we had no map. Mrs. Wheaton abstained. Considerable discussion was held on SP's and SPS's use permitted by right.REPORTS TO More work will be needed on this to clarify the SPS; however it was voted SPGA (TIME) to proceed with the SPGA time period for Planning Board report Article. Mr. Zabin will present this Article. He will confer with the Building Commissioner. The Board of Selectmen had requested that the Planning Board vote on the POWERS CT. layout of Powers Court for Street Acceptance Articles. Discussion LAYOUT ensued. The Board voted 3 to 0 (with Mrs. Wheaton and Dr. Friedman abstaining) to recommend acceptance of the layout of Powers Court. The meeting adjourned at 11:25 p.m. 1 J4,0_,or"-ZX/ Iris G. Wheaton, Clerk
