PLANNING BOARD MEETING
December 4, 1978
The meeting of the Lexington Planning Board was called to order at 7:36 p.m.
by the vice chairman Dr. Friedman with members Wheaton, Sandy, Nichols,
planning director Briggs and secretary Mrs. Snow present. Mr. Zabin joined
the meeting at 7:40 p.m.

TMMA Executive Committee member Karsten Sorensen was present and made
reference to Planning Board comments on FY80 sewer proposals as re-
ported in the Lexington Minute -Man. Mr. Zabin explained the basis of
the discussion by the members as Town Meeting members and taxpayers,
and informed Mr. Sorensen that no Planning Board action has as yet been
taken to further investigate the basis of proposals. The chairman
expressed reluctance for Planning Board initiation of action to modify
the program or rescind the sewer bond.
At 8:01 p.m., Building Commissioner Peter DiMatteo and Carol Rolf of the
Department of Community Affairs, met with the Board for discussion of
revisions to the Zoning By -Law needed for compliance with Chapter 40A
and the State Building Code. Three categories of amendments were estab-
lished: those needing immediate changes at a possible 1979 Special Town
Meeting; regulations which cause confusion regarding enforcement of
zoning regulations, and which should be amended as soon as possible,
and a third level of priority for changes which can be deferred. Each
member was given a copy of the Zoning By -Law with the Rolf/DiMatteo
suggestions for change indicated in the margins. The basis for each
notation was discussed, and the Planning Board concluded that the material
would be reviewed and appropriate action taken as time would permit.
Mrs. Wheaton requested that the Planning Board's public hearing on
conversion of the Parker School and the hearing on the proposed amend-
ment to Section 28 (conversion of municipal buildings) be held on the
same night. The hearings will be held on February 28.
Mr. Briggs and Dr. Sandy reported on their inspection of storm drains
and other road features at Bicentennial Drive. The Board was informed
that storm drains were not installed deep enough, in non-compliance with
the subdivision plans and Town engineering standards. There was also
indication that water was ponding in the road due to inadequate surfacing.
Attorney Dennis Lowe's letter, dated December 4, 1978, requesting re-
duction of surety on Bicentennial Farms subdivision was noted. Mr. Lowe
will be informed by letter of the abovementioned items concerning the
road and drain, and that his request is premature. Copies will be sent
to the Engineering Department and the Town Manager.
