HomeMy WebLinkAbout1978-11-01PLANNING BOARD MEETING November 1, 1978 The meeting of the Lexington Planning Board was called to order at 1:05 p.m. by the chairman Mr. Zabin with members Friedman, Nichols, Sandy, Wheaton, Planning Director Briggs, and Board of Appeals members Wadsworth and Morey present. A list of the topics discussed follows: A Preliminary List of Zoning By -Law Changes for the 1979 Town Meeting 1. Definitions • Review or introduce definitions of: family, boarder, lodger, congregate housing, apartment, day care center . Change definition of junkyard 2. Introduce Zoning For: . Congregate housing . Accessory apartments . Tennis courts 3. Change Zoning For: . Home occupation . Non -conforming uses • Parking ' .Signs . Change CB to CG in East Lexington and Worthen Rd. . Section 26.51 ("Pre-existing lots") The meeting was set up to let the Board of Appeals know what zoning by-law changes the Planning Board would be proposing at the next Town Meeting. The general response of the B/A members was positive, however, they did make some suggestions. Definitions: All attendees agreed that the definitions proposed should be included in our zoning by-law, where there is a state level definition we will use it, with improvements if possible. The B/A members did not object, in fact seemed to like the idea of removing their involvement with the junkyard issue by changing the definition. New zoning: There was general agreement that congregate housing was an important issue. Mrs. Morey expressed concern that we would not have adequate time to assure high standards in congregate housing facilities. We will have to consider both new structures and converted buildings. Apartments in single family homes should be owner occupied. Day care center controls should be cleared with the Board of Health. Tennis courts, racket ball, etc. and also swimming pools should require special permits. I Changed zoning: Home occupation: there were several views on what home occupations should be permitted as a right, these should require no non- resident employees, no external indication of work, limit the number of ' clients.
