June 26, 1978
' The meeting of the Lexington Planning Board was called to order at 7:40 p.m.
by the chairman Mr. Zabin with members Sandy, Nichols, Friedman, planning
director Briggs and secretary Mrs. Snow present. Also in attendance was
Louis Conrad, Lexington Minute -Man.
Mark Moore attended the meeting for a progress report on construction at FISKE COMMON
Fiske Common condominium development. He informed the Board of criticism
of his use of 8' x 5' sections of privacy fencing in conjunction with
plantings installed within the project. He displayed a sketch showing
locations of the fencing and offered, if the Planning Board deemed it
necessary, to petition the Board of Appeals for permission to amend his
RD plan. It was generally agreed that the B/A procedure would not be
necessary in this instance.

was examined, and it was agreed that since the deed describes the land
by giving total area for the four lots, and that the plan as shown, denies
frontage to the rear lot (to be entered by a driveway) the plan requires
approval under the Subdivision Control Law. Upon a motion duly made and
seconded, it was unanimously VOTED:
The plan entitled "Plan of Land in Lexington, Mass.", dated May 30,
1978, by Wilbur C. Nylander showing Lots 1, 2, and 3 at Maple St.
submitted on June 19, 1978, with Application Form A78-19 by
Frederick C. Conroy, Attorney for Joel Greenstein, requires approval
under the Subdivision Control Law.
Planning Board meetings will be held as follows during July and August: SUMMER MTG.
July 10, July 24, August 7, and August 21, 1978. SCHEDULE
Planning Board recommendations on proposed division and use of land at PARKER SCHOOL
Parker School, as requested by Mrs. Wheaton, were considered. It will be
recommended that the tennis courts and that portion of the site below the
200 foot contour be placed under the jurisdiction of the Conservation/
Recreation Dept..

Draft of the Rules and Regulations Governing the Subdivision of Land SUBDV. RULES &
(subject of public hearing on June 5, 1978) was reviewed as to REGS ADOPTED
suggested revisions by Wm. J. Martin, Asst. Town Engineer in his memo
dated 6.6.78. Dr,. Friedman's draft revision of Section 9.9 was approved
as written. Upon a motion duly made and seconded, it was unanimously
VOTED:
To approve the "Rules and Regulations Governing the Subdivision of
Land in Lexington, Mass.", adopted at a meeting of the Planning Board
of the Town of Lexington on February 23, 1954, amended by vote of the
Planning Board on March 1, 1965, after a public hearing on February 14,
1965, and on January 23, 1967, after a public hearing on the same date,
and on June 5, 1978, and June 26, 1978, after a public hearing on
June 5,.1978, as provided for in Section 81-Q, Chapter 41 of the General
Laws of the Commonwealth of Massachusetts.
Mrs. Frick's memo dated June 14, 1978, requesting appointment of a Planning
Board representative to assist with MAPC's Hobbs Brook Study, was noted.HOBBS BROOK
Mrs. Nichols agreed to serve in this capacity. STUDY MAPC
Mr. Briggs reported on conference with Engineering and Conservation
Depts. regarding drainage system at Bicentennial Farms Subdivision. The
holding pond in the development appears to be serving its function, and
it was recommended that it not be altered. The swale behind Lots 418, BICENTENNIAL
419, 420 and 421 could be moved slightly toward Middle St. to improve FARMS DRAINAGE
the backyards of those lots. Messrs. Briggs, Martin and Prentiss will
draw up specifications for redesign, for review of the Planning Board.
Mr. Zabin reported on progress of the Master Housing Plan Committee. MASTER HOUSING

pect to Ch. 40A, Sec.6 was discussed. Mr. Zabin will request written
interpretation of the statute from Town Counsel Cohen.
Dr. Friedman asked the view of the Board on his continued research of UNDERGROUND
the Underground Wiring law. The Planning Board is in favor of the WIRING
concept of Town -wide underground wiring, but feels that this is of lower
priority than other matters currently being considered by the Board,
and should not be pursued at this time.
