HomeMy WebLinkAbout1978-03-22PLANNING BOARD MEETING March 22, 1978 The meeting of the Lexington Planning Board was called to order at 7:07 p.m. by the vice chairman Dr. Friedman with members Wheaton, Sandy, Nichols, planning director Briggs and secretary Mrs. Snow present. Mr. Zabin joined the meeting at 7:15 p.m. Also in attendance was Louis Conrad, Lexington Minute -Man. Report on Article 69 (Powder Horn Condominium proposal) as unanimously ARTICLE 69 approved on March 20, 1978, was signed. Fact sheet on Conservation Commission Land Acquisition articles was re- CONS. COMM. viewed and method of preparation discussed. Mr. Briggs will re -compute ARTICLES several figures which were questioned. Request for extension of time for Planning Board action, to April 11, RIDGE EST. II 1978, on the conventional preliminary subdivision plan for Ridge Estates DENIAL OF II, was noted. Upon a motion duly made and seconded, it was voted to EXTENSION deny the request of Theodore L. Freeman, applicant. Discussion continued on the location of Ridge Rd. as shown on the plan, its non-conformance with legal layout, and inadequacy of Ridge Rd. to DISAPPROVED accommodate increased traffic. Upon a motion duly made and seconded, it was VOTED unanimously: To disapprove the plan entitled "Ridge Estates - II Lexington, Mass. Preliminary Subdivision Plan", dated July 14, 1977, revised November 21, 1977, by Joseph W. Moore Co., Theodore L. Freeman, Trustee, Eliot J. Frost, Trustee, Kerrie Realty Trust, applicant. The reasons for disapproval are as follows: 1. Ridge Road is not of adequate grade and construction to carry the traffic generated by the lots fronting on it. 2. The location of Ridge Road is not in conformity with its legal layout. The Board reviewed a plan submitted with Application Form A78-4 showing land at Davis Rd. and Rockville Ave. Mr. Briggs reported that recording of FORM A78-4 the lots had been documented by Paul Vears of the Engineering Dept. Upon DAVIS/ROCKVILLF a motion duly made and seconded, it was VOTED unanimously: JOYCE The plan submitted on March 13, 1978, with Application Form A78-4, by John Joyce, showing Lots 1 and 2 at Davis Rd. and Rockville Ave., entitled "Compiled Plan of Land in Lexington, Mass.", dated March 5, 1978, by Oiva Hintsa, requires no approval under the Subdivision Control Law. Plan submitted by the Conservation Commission with Application Form A78-5 FORM A78-5 showing land north of Rte. 2 (gift to the Town) was reviewed. Upon a RTE 2 motion duly made and seconded, it was VOTED unanimously: CONS. COMM. Page 2 3.22.78 The plan submitted on March 14, 1978, with Application Form A78-5 FORM A78-5 by Clifford Prentiss on behalf of the Conservation Commission, (cont'd) showing a 34,275 s.f. parcel north of Rte 2, entitled "Compiled Plan of Land in Lexington, Mass.", dated March 14, 1978, by John J. McSweeney, requires no approval under the Subdivision Control Law. The vote was conditional upon addition of a note: "Lot Pt.B-275 is not a buildable lot". The Planning Director was authorized to sign the plan following the addition. Burlington strip fact sheet, prepared by Mr. Briggs, was reviewed and ARTICLE 48 methods of arriving at figures presented were explained. The Planning Board considered its position on ARticle 48, concerned with conveyance of land at the Burlington line. The Selectmen will be informed that the Planning Board opposes Article 48 based on evidence of adverse affect on the adjacent residential area, should development -in Burlington take placep with access through Lexington.
