HomeMy WebLinkAbout1977-11-14PLANNING BOARD November 14, 1977 The meeting of the Lexington Planning Board was called to order at 7:40 p.m. by the chairman Mr. Zabin with members Clarke, Friedman, Wheaton, Sandy, planning director Briggs and secretary Mrs. Snow present. Also in atten- dance were John Crowe, D.A.C., and Laura Nichols, Lexington Minute -Man. Plan submitted with Application Form A77-32, showing land at Wood St. FORM A77-32 formerly owned by Cosgrove, was reviewed. It was noted that Lot 32, WOOD ST. conservation land, lacks adequate frontage on Wood St., and requires CONS. COMM. a notation stating that it is not a buildable lot. Upon a motion duly made and seconded, it was VOTED: The plan entitled "A Resurvey and Subdivision of Land Court Case #668611, dated October 5, 1977, by Miller & Nylander, submitted on October 28, 1977, with Application Form A77-32 by W. C. Prentiss, Lexington Conservation Commission, showing Lots 31 and 32 at Wood Street, requires no approval under the Subdivision Control Law. The vote was conditional upon addition of a notation "Lot 32 is not a buildable lot" The Planning Director was authorized to sign the plan following addition of the notation. Plan submitted by Gregory Hintlian, showing land at #55 Kendall Rd., was reviewed. Upon a motion duly made and seconded, it was VOTED: The plan entitled "Plan of Land in Lexington, Mass.(Middlesex County)", dated November 14, 1977, showing land located at #55 Kendall Rd., submitted on November 14, 1977, by Gregory Hintlian, with Application Form A77-34, requires no approval under the Subdivision Control Law. At 8 p.m., Kirk Noyes of Sydney & Noyes, development team selected for conversion of the Hancock School met with the Board for informal pre- sentation of plans for the condominium project. No major alterations to the exterior of the building are planned. Mr. Noyes gave details of plans for parking provisions, screening, time schedule for construction, interior design and financial aspects of the proposal. The members ex- pressed general approval of the plans for the project. FORM A77-34 KENDALL RD. HINTLIAN HANCOCK SCHOOI SYDNEY & NOYES Factual portion of Planning Board report on Articles 23 and 24 (CD Zone) ART. 23 & 24 was presented in draft form by Dr. Clarke. Mrs. Wheaton distributed her CD ZONE position statement in opposition to passage of the Articles. It was voted that discussion on revision to the Motions for the Articles will be con- tinued following conference of Steven Russian, attorney for the proponent, with Dr. Clarke. Dr. Sandy abstained from voting to defer the discussion. At 9 p.m., the Planning Board joined the Selectmen for discussion of ART. 15 Article 15 (re -use of municipal buildings), and returned to its office RE USE,PUBLIC at 9:17 p.m. BUILDINGS Handout for public hearing on Article 15, prepared by Mrs. Wheaton, was reviewed and approved. Content of Article 15 was discussed as to revisions for clarification. It was unanimously voted to approve the motion under Article 15 as amended. 1 1 Page 2 11.14.77 Motion under Article 10 (Sec. 33) as drafted by Mr. Zabin, was reviewed MOTIONS - and approved. PL. BD. ARTICLES Motion under Article 13 (S.P. for subdivisions) was approved as amended. Motion under Article 4 (B1dg.Comm.) was approved as amended. Motion under Article 9 (Bonding) was reviewed and amended for clarifi- cation. The motion was approved as amended. Motion under Article 7 (Sec. 12) was reviewed and amended,and approved as amended. Request from John Tuttle, Landsail Inc., for extension on Willow Ridge WILLOW RIDGE subdivision was considered. Upon a motion duly made and seconded, it EXTENSION was VOTED: To extend to January 3, 1978, inclusive, the time on or before which the Lexington Planning Board must act on the definitive subdivision plan entitled "Willow Ridge in Lexington, Mass.", by Miller & Nylander, dated June 8, 1977, revised September 6, 1977, revised October 25, 1977, as requested by Landsail, Inc., John C. Tuttle, Jr., Executive Vice President, applicant. Mr. Briggs explained purpose of Article 20 which would release easements ABANDONMENT under covenant for a previous subdivision plan, over: land now subdivided OF EASEMENTS as Lowell Estates Section 2.
