September 27, 1977
The meeting of the Lexington Planning Board was called to order at
7:35 p.m. by the vice chairman Dr. Friedman with members Clarke,
Sandy, Wheaton, planning director Briggs and secretary Mrs. Snow
present. Mr. Zabin joined the meeting at 8:15 p.m. Also in atten-
dance was Laura Nichols, Lexington Minute -Man.
The minutes of August 29, 1977, were approved as amended. MINUTES 8/29/77

was explained by Mr. Briggs as to purpose, and reviewed. Upon a HILL ST. DUNN
motion duly made and seconded, it was VOTED:
The plan submitted on September 21, 1977, by Leo and Helen W. Dunn
with Application Form A77-26, entitled "Plan of Land in Lexington,
Mass.", dated September 20, 1977, by Miller & Nylander, showing
Lots C-1, C-2, and B on Hill St., requires no approval under the
Subdivision Control Law.
Plan submitted on September 12, 1977, with Application Form A77-23, FORM A77-23
previously discussed on September 19, 1977, was reviewed and condition KENDALL RD.
of the portion of Kendall Rd. shown on the plan discussed as to ade- PERKINS
quacy. Upon a motion duly made and seconded, it was VOTED:
' The plan submitted on September 12, 1977, by Mary Louise Perkins
with Application Form A77-23, entitled "Plan of Land in Lexington,
Mass.", dated September 6, 1977, by Miller and Nylander, showing
Lots A, B, C and D at Kendall Rd. and Grapevine Ave., requires no
approval under the Subdivision Control Law.
The endorsement of plan A77-23 was voted 3 to 1 by Mrs. Wheaton, Dr. Clarke
and Mr. Sandy, with Dr. Friedman dissenting.
It was agreed that the project of inspection and classification of
such unconstructed or sub -standard streets will be undertaken in the
near future.
Mrs. Faye Kenney and several other Grapevine Avenue land owners were KENNEY
present and objected to the endorsement of the Perkins plan. Two GRAPEVINE AVE.
plans subdividing the Grapevine Ave. land, with access from Kendall
Road were shown and Mrs. Kenney maintained the Planning Board endorse-
ment of the Perkins plan would deny future development of the land owned
by her and other Grapevine Avenue residents. Following lengthy discussion,
she was advised to seek legal assistance in the matter of establishing
such an easement over the Perkins land.
Dr. Friedman reported on request from Julian Bussgang that procedures BUSSGANG

Mark Moore, Jr. was present to request modification of approved plan POWERS VILLAGE
for Powers Village subdivision to allow installation of bituminous berm
rather than granite curbing. He distributed a list of several streets
constructed without granite curb constructed by Moore Homes, and invited
inspection of their condition after several years' of use. Asst. Town
Engineer Martin's September 27th memo advocating granite curb installation,
was noted. It was agreed that before decision on the request for waiver
is made, Mr. Martin will be asked for more technical back-up information
on his1reference for granite curb.
Gerald Cournoyer, Esquire, representing Richard Hamilton, met with the HAMILTON &
Board at 8:45 p.m. to explain his intention to register a Certificate COURNOYER
of Title (under Ch. 81-X) for Lot 31 at Valleyfield St. Form A74-14 VALLEYFIELD ST.
plan of the lot was not given Planning Board endorsement at the time of
submittal by Mr. Hamilton in 1974. Town Counsel Stephen Fauteux's letter
dated September 26, 1977, advising the Planning Board to withdraw its
opposition to the filing of the plan under 81X was noted. A motion was
made but not seconded to withdraw opposition. Upon a motion duly made and
seconded, it was voted to table the matter. Mr. Cournoyer will proceed
with the registration of the plan, which is permitted without Planning
Board assent.
Report of the Hancock School Site Committee which will recommend use of HANCOCK SCHOOL
the school for multi -family housing, was discussed. Mrs. Wheaton, mem- SITE REPORT
ber of the Committee, informed the Board on procedures followed in
preparation of the report and recommendation for construction of con-
dominiums rather than rental apartments. Planning Board position state-
ment on several aspects of the project were requested by the Selectmen.
It was agreed that either condominiums or rental apartments would be
acceptable. Discussion continued as to mechanics for increasing the
return to the Town on sale of the building, maximizing the number of
units, maintenance of historical character of the building, allocation
of some units to Lexington Housing Authority, and presentation by the
Selectmen to Town Meeting of the most promising proposal for use of the
building. The Planning Board will offer assistance in preparation of an
Article to rezone such municipal buildings. The Selectmen will be urged
to give strong consideration in future to use of phased -out school build-
ings for subsidized housing. Mr. Zabin drafted a letter to the Selectmen
based on the discussion.
The September 19 draft on Ch. 808 related Articles of the Planning Board
were reviewed.
The meeting adjourned at 11:45 p.m.
