HomeMy WebLinkAbout1977-08-29F� 1 PLANNING BOARD MEETING August 29, 1977 The meeting of the Lexington Planning Board was called to order at 7:30 p.m. by the chairman Mr. Zabin with members Clarke, Friedman, Wheaton, Sandy and planning director Briggs present. Also in attendance were Laura Nichols, Lexington Minute -Man, and Karsten Sorensen, Chairman, CBD Subcommittee. Conservation Master Plan Report, completed by Deborah Boudreau, Planning CONS. MASTER Intern, was submitted to the Board. It was noted that the report, in PLAN addition to the Master Plan for Recreation and Open Space, fulfills the requirements of the Executive Office of Environmental Affairs regarding Lexington's application for full funding of the 5 -year plan. It was voted to approve the report as presented. Request by Drummer Boy Trust for reduction of surety on Phase I of the DRUMMER BOY Drummer Boy Green condominium development, and Asst. Town Engr Martin's SURETY estimate of outstanding work items, were reviewed. Upon a motion duly REDUCTION made and seconded, it was VOTED: That surety for Drummer Boy subdivision, Phase I be reduced from $77,000 to $7,000, as requested by Jean E. Baker, Trustee, Drummer Boy Trust, and as recommended by Assistant Town Engineer William J. Martin. Request that amount of surety for Drummer Boy Phase II be established DRUMMER BOY was noted, and itemized list of incomplete work, supplied by Asst. Town Engr. Martin, reviewed. Upon a motion duly made and seconded, it was voted, as recommended by Mr. Martin, that surety for Phase II be set at $160,000. Mark Moore's request for reduction of surety for Powers Village subdivi- POWERS VILL. sion, and Asst.. Town Engineer Martin's recommendation that remaining BOND work items would be covered by $18,500, were noted. Upon a motion duly REDUCTION made and seconded, it was VOTED: To accede to the request of Mark Moore, Jr., Moore Homes, Inc., that surety for Powers Village subdivision be reduced from $50,000 to $20,000, based on the recommendation of William J. Martin, Assistant Town Engineer.. Dr. Wadsworth's request for Planning Board vote to allow Bernard Donahue Carville Ave., to re -petition the Board of Appeals regarding setback variance, as reported in the minutes of August 22, 1977, was considered. Dr. Wadsworth had suggested that the vote be conditioned upon compliance by Mr. Donahue with Conservation Commission requirements regarding re- placement of a stone wall on conservation land abutting the Donahue property and plantings at this boundary. It was agreed that these con- ditions could properly be included in B/A conditions, if the permit is granted. The Planning Board decision to allow re -petition, as recorded in minutes of August 22, 1977, stands, and Mr. Zabin will confer with Dr. Wadsworth on the matter. Discussion continued on the request by Mrs. Robert C. Johnson for pur- chase of tax title lot 48A, Map 59, abutting her Wood St. property. It DONAHUE RE- PETITION TO B/A JOHNSON RE - was agreed that, if Lexington Housing Authority has no interest in acquisi- tion of the parcel for housing, the Planning Board will recommend sale to Mrs. Johnson on the condition that the lot be combined in such a 1 way as to prohibit additional construction, with other lots now owned by JOHNSON her. Regarding Mr. McSweeney's August 16 request for recommendation on the BANKS AVE. proposed extension of water main at Banks Ave., following lengthy dis- WATER MAIN cussion of the matter, a motion in favor of the proposal was made, EXTENSION seconded, but not carried. Mr. McSweeney will be informed that the Planning Board objects to the extension of the water main on Banks Ave., as shown on plan dated August 12, 1977, for the following reasons: The road is of inadequate grade and construction to accommodate addition- al building lots. Topography of the land is not suitable for construction of homes. Lots in the general area are wet and unsuitable for construction. Board of Appeals notices for hearings on September 8, were reviewed. It B/A HEARINGS was determined that no comment was necessary on any of the petitions. SEPTEMBER 8 Review of Dr. Friedman's proposed revisions to the Rules and Regulations Governing the Subdivision of Land was continued. The meeting adjourned at 11 p.m. Iris G. Wheaton, Clerk
