July 11, 1977
The meeting of the Lexington Planning Board was called to order at 7:32 p.m.
by the chairman Mr. Zabin with members Friedman, Clarke, Wheaton, planning
director Briggs and secretary Mrs. Snow present. Also in attendance was
Laura Nichols, Lexington Minute -Man.
Minutes of Planning Board meeting of June 20, 1977, were approved as
presented.
Mr. Briggs' draft report to the Board of Appeals on Fiske Common RD
development was reviewed and the requested setback variances described.
Conditions to be applied to Planning Board recommendations to grant the
special permit were considered. Mr. Briggs will complete that portion
of the report, based on the discussion concerning granting of a walking
easement, permission for Town plowing of the easement, submission of as -
built plans, and locations of fire alarms and hydrants, and will sign the
approved report on behalf of the Board.

1977, by Wilbur C. Nylander, submitted on July 8, 1977, by John R.
Vitello, Esq., for Nichole Iodice, showing land at 052 Winter St.,
with Application Form A77-18, requires no approval under the Subdivi-
sion Control Law.
At 8 p.m., CBD Subcommittee Chairman Karsten Sorensen, and members Spencer,
Michelson, Mancini and Chait, met with the Board for discussion of the
future of that subcommittee. Letter to the Planning Board, signed by
Mr. Sorensen, received July 6, 1977, requesting that the subcommittee be
relieved of its assignment, was noted. The committee members made refer-
ence to previous futile attempts by others to alleviate parking and other
problems in CBD, and expressed reluctance to prepare studies and submit
CBD SUBCOMM.
recommendations which they felt had little chance for implementation. They
were urged by the chairman to continue their effort and to prepare a
written report to the Planning Board. The subcommittee members agreed to
present its report and recommendations on CBD -related articles at a
September Planning Board meeting.
Lot release for Kendall Gardens subdivision, accompanied by a letter of KENDALL GAR -
explanation on the procedure from Town Counsel, dated July 1, 1977, was DENS LOT REL.
noted. Since the recommended amount of surety, $68,000, had been supplied
by the developer and the Security Agreement transmitted to the Town Treas-
urer, it was voted to sign two copies of the instrument releasing Lots 3 to
9 and A to K, as recommended by Town Counsel.

Dr. Friedman reported on the June 29 CTPS meeting on regional transpor-
tation. Subjects of interest to Lexington included the resolution of
the Route 2 problem; traffic in the Hanscom Field, Lexington, and Bedford
areas; progress with extension of the Red Line; and the Hartwell Ave.
Connector road. Since a positive request to the State by the Town is
needed to activate the Hartwell Ave. Connector project, Dr. Friedman
had prepared a draft letter bringing the matter to the attention of the
Board of Selectmen. The letter was reviewed and will be revised for
later consideration.
Ruth Morey, Donald Irwin and Frank Sandy, members of the Planning Board's
Select Committee on Ch. 808 Zoning, were in attendance for report on
the work of the committee on Ch. 808 revisions to the zoning by-law, as
summarized in a memo dated July 7, 1977, signed by Dr. Friedman, the
subcommittee chairman. Discussion followed, during which suggestions for
revisions to the proposed Articles were made. Dr. Friedman will forward
the revised draft Articles to Town Counsel for his review and comments.
