HomeMy WebLinkAbout1977-03-15PLANNING BOARD MEETING March 14, 1977 The meeting of the Lexington Planning Board was called to order at 7:30 p.m. by the chairman, Mr. MacKenzie, with members Zabin, Wheaton, Friedman, Clarke, palnning director Briggs, and secretary Mrs. Snow present. Also in attendance was John Crowe, D.A.C. Mark Moore was present to request a change in the water main size to serve POWERS VILL. Powers Village subdivision (approved on 2/7/77). His written request will WATER MAIN be forwarded to the Engineering Dept. for comment, prior to Planning Bd. --- action. Potential redesign of drainage system for Powers Village, based DRAINAGE on Town Engr. recommendations to the Conservation Comm., dated 3/8/77, was read in part. Consideration was given as to whether the recommended change will necessitate an additional public hearing on the plan. Decision on that matter will be made following review of the redesigned plan. Boston Urban Associates SPS petition to the Board of Appeals was reviewed and request for variances noted. John Crowe, D.A.C., spoke in favor of allowing the proposed 9- rather than 10 -foot wide parking spaces, but adequacy of the parking layout, in case of future expansion of the office complex, was questioned. The Planning Board will recommend that an area for 40 additional spaces (not to be constructed at this time) be shown on the plan. No date for hearing is set as yet. BOSTON URBAN ASSOC. At 8:16 p.m., Donald Sleeper, Esq., and Emilio Spagnuola met with the INGLESIDE Board for further discussion of drainage rights to Ingleside Pond, Resi- DRAINAGE ' dents Lynch and Leighton, part owners of the pond, were also present. The developer asked Planning Board reconsideration of its action rejecting a plan for further development in the subdivision, which shows drainage from Ingleside Rd., over private property, into the pond. Rights of the property owners and the developer in the pond, engineering features of the proposed design, maintenance of water level and quality, were discussed. Town Counsel will be asked if the developer, as he claims, has the right to divert street drainage into the pond, and whether the easement he claims over private property to do so can be transferred to the Town. Revised drainage plan will be supplied by the developer, regarding the slope of drainage pipe from Carnegie P1., and contours. Michael Colangelo's SPS petition to the Board of Appeals for office build- COLANGELO ing construction at 20 Hartwell Ave. was reviewed. The Planning Board will20 HARTWELL recommend that potential for an extra 23 parking spaces (total of 212) be AVE. SPS-B/A shown. It was noted that the landscaping plan, as required in Sec.13.1 of the Zoning By-law, has not been provided. The Board of Appeals will be asked to defer legal advertising until all plans have been received and reviewed. Revision to Articles 87 and 88 (CT Zone and Ford Motor Co. Rezoning), re- ARTICLES 87 ceived on March 14 from the proponent, were reviewed and further revisions & 88 CT & suggested.
