Also in attendance were Board of Appeals members Morey, Mabee, and Broadhead. Mr. Zabin joined the meeting at 10:30 a.m. There was a general discussion among members of the Planning and Appeals Boards concerning the transfer to the Planning Board from the Board of B/A - PL. BD. Appeals of special permit granting authority. Positions pro and con on ARTICLES '77 the transfer were expressed by those present. It was suggested by Dr.Clarke that the permit granting authority under Zoning By-law Section 33 and 39 (cluster and conventional subdivisions) be designated as the Planning Board, and under Sections 36 and 38 (RH and RD) as Board of Appeals. The Board of Appeals members gave no indication of B/A acceptance of this course of action, although some B/A members expressed general approval of the suggestion. Board of Appeals position in opposition to Articles 74 (c.808), 75 (Cluster), 76 (RH), and 78 (standard subdivisions) has not altered. B/A has no objec- tion to the removal of the right to grant use variances, nor to Article 85 (Wetland By-law). Board of Appeals members left the meeting at 11:10 a.m. It was the decision of the Planning Board to pursue the matter, and attempt to implement an agreement with the Board of Appeals whereby Dr. Clarke's suggestion as stated above could be worked out. It was agreed that Article 85 (Wetland By-law) would best be taken out of ARTICLE 85 order and presented to T.M. with the Conservation Articles. Motions for Articles 75 and 78 were discussed, edited and acceptance was ARTICLES 75, voted. 78 The meeting adjourned at 12:20 p.m. 7 )h- 'Ic Manfre P. Friedman, Clerk
