HomeMy WebLinkAbout1977-02-07PLANNING BOARD MEETING February 7, 1977 The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the chairman Mr. MacKenzie with members Clarke, Friedman, Zabin, Brown, planning director Briggs and secretary Mrs. Snow present. Also in atten- dance was Gordon Brigham, D.A.C. The minutes of January 24, 1977, were approved as corrected. Plan submitted with Application Form A77-3 showing 3 lots abutting West FORM A77-3 Farm Conservation land was reviewed. Upon a motion duly made and seconded, it was VOTED: OAK STREET CONS. COMM. The plan submitted by the Conservation Commission on February 1, 1977, with Application Form A77-3, showing Lots 1, 2 and 3 at Oak St., entitled "Plan of Land in Lexington, Mass.", dated September 14, 1976, by Barnes Engineering Co., Inc., requires no approval under the Subdivision Control Law. Request for bond reduction on Lowell Estates II subdivision by developer LOWELL EST.II Louis Stoico and Engineering Dept. memo, dated 2.2.77, listing incompleteBOND REDUCTIOn work items totalling $17,000, were noted. Certificate of Action on the subdivision, requiring retention of final 15% ($21,000) of the original amount of surety pending submission of as -built plans, was referred to. Upon a motion duly made and seconded, it was VOTED: To act on the request of Village Development Corp., Louis Stoico, Presi- dent, by reducing surety on Lowell Estates II subdivision from $35,000 to $21,000, or 15% of the original amount of surety. At 8 p.m., Messrs. Linde and Cataldo, Boston Urban Assoc., Mr. McKee, Symmes Maini & McKee, and Norman Richards, Esq. met with the Board to present in- formation on proposed construction of an office park building on a 6 1/2a. parcel at the easterly end of Hayden Ave. Petition to the B/A for Special Permit will be filed. Fact sheets with pertinent information on the site, proposed construction, number of occupants, were distributed and subject BOSTON URBAN matter, as well as drainage plans, discussed. Upon a motion duly made and seconded, it was VOTED: To approve the definitive subdivision plan entitled "Powers Village in Lexington, Mass.", dated December 8, 1976, by Miller and Nylander, Civil Engrs. and Surveyors, Moore Homes Inc., applicant, subject to a covenant under the provision of Ch. 41, Section 81-U of the General Laws to secure the construction of ways and the installation of municipal services in accordance with the rules and regulations of the Lexington Planning Board and the plans submitted to the Planning Board, to be given by the applicant, and subject to further terms and conditions as enumerated on the Certificate of Action. Concern was expressed PRELIMINARY about the developer's approach to drainage, and it was noted that a pond,SUBDV. PLAN seen on the photogrammetric map of the area, is not shown on the plan. Mr. Briggs will confer with the developer regarding these matters. At 8:58 p.m., Richard Morehouse, architect, Howard Gaynor, Atty., and Chester Chee, Peking Garden Restaurant (Lexington Enterprises Inc.) met with the Board for informal presentation of revised expansion plans for the restaurant. The proponents wish to re -petition the B/A for special permit based on revision of plans intended to remedy conditions cited as reasons for B/A disapproval on 1.27.77. Previous and current expansion plans for floor layout, access from parking lot, parking provisions, and dispersion of cooking odors were compared, and the Planning Board was PEKING GARDEN asked to consider its position on a vote, under Ch.40A, Sec. 20, to allow re -petition to the Appeals Board, based on significant changes in the plans. Decision was deferred pending review of the B/A decision, not yet received. Form of performance bond on Bicentennial Farms subdivision, submitted by BICENTENNIAL the developer, Freeman, and redrafted by Town Counsel, was reviewed. It FARMS BOND was voted that the Planning Board has no objection to the form of surety as presented. A letter will be sent to Meriel Hardin, Director of the Wetland Program, Mass. Dept of Environmental Management, informing her ' photogrammetric maps of Lexington, supplied to her relative to ping of Mass. Wetlands, contain inconsistencies as to elevation and that lot lines shown are not guaranteed to be accurate. The meeting adjourned at 10:45 p.m. a Manfred P.
