November 1, 1976
The meeting of the Lexington Planning Board was called to order at 7:30 p.m.
by the chairman Mr. MacKenzie with members Brown, Friedman, Clarke, Zabin,
planning director Briggs, and secretary Mrs. Snow present. Also in atten-
dance was John Crowe, D.A.C.
Minutes of Planning Board meeting of October 4, 1976, were approved MINUTES 10/4
as amended.
Request from Mark Moore, Jr. that surety on Centre Estates subdivision CENTRE EST.
be released and letter from William J. Martin, Asst. Town Engr., dated FINAL BOND REL.
October 25,1976, recommending same were noted. Upon a motion duly made
and seconded, it was VOTED:
That the performance bond in the sum of $2,000, secured by bank
passbook No. 62705 in the amount of $2,000 on deposit in the
Lexington Savings Bank, reduced by vote of the Planning Board
on October 27, 1975, from $50,000 to $18,000, and on February 23,
1976, from $18,000 to $2,000, be released as recommended by
William J. Martin, Assistant Town Engineer.
Draft Certificate of Action on Drummer Boy Green Phase II subdivision CERT. OF ACTION
was reviewed and approved as amended. Upon a motion duly made and DRUMMER BOY
seconded, it was VOTED: PHASE II
To approve the definitive subdivision plan entitled "Drummer Boy
' Green (Phase II) Lexington, Mass., dated September 3, 1976, re-
vised October 4, 1976, by Boston Survey Consultants, Inc., Richard E.
Dobroth, Tr., Drummer Boy Trust, applicant; subject to terms and
conditions imposed by the Lexington Planning Board at the time of
approval.
The planning director was empowered to sign the Certificate on behalf
of the Board following retyping in final form.
The Board reviewed a plan submitted with Application Form A76-24, by FORM A76-24

lots 428 and 429 at Spring St. Upon a motion duly made and seconded, GRASSIA
it was VOTED:
The plan entitled "Land Court Case #6962 Land in Lexington, Mass.",
dated October 19, 1976, by Miller and Nylander, submitted with
Application Form A76-24 on October 27, 1976, by Thomas C. Grassia,
Esq., showing land at Spring St., requires no approval under the
Subdivision Control Law.
William Dailey, Esq, was present for discussion of drainage plan for ALEXANDER EST.
Alexander Estates subdivision, preliminary plan of which was approved DRAINAGE PLAN
by the Planning Board on May 10, 1976. Capacity of existing storm drain-
age pipe was noted and need for retention pond was pointed out. It
was suggested to Mr. Dailey that this retention area be placed on a
separate lot to be deeded to the Town to facilitate maintenance.of the
pond.
Mr. Briggs relayed inquiry of Everett J. Tingley with respect to need
for an additional public hearing (or hearings) if he chooses to with-
draw his plan for Blossom Hill Estates P.U.D., and submit either a
conventional subdivision plan or a revised P.U.D. plan. It was agreed
that in either case new hearing(s) would be necessary for substantially
different plan. Gaillard court action against the Board of Appeals
regarding the P.U.D. permit, and Planning Board procedures pending
settlement, were discussed.
Copies of the "Summary of the Master Plan
were distributed to the members. It was
sent to the School Committee and that its
use of a school building for a Community
report.
The meeting adjourned at 9:15 p.m.
