May 24, 1976
The meeting of the Lexington Planning Board was called to order at 7:30 p.m.
by the chairman Dr. Clarke with members Friedman, Zabin, Brown, MacKenzie,
planning director Briggs and secretary Mrs. Snow present. Also in attendance
was John Frey, D.A.C.
Minutes of Planning Board meeting of April 26, 1976, were approved as MINUTES 4.26.76

Minutes of Planning Board meeting of May 3, 1976, were approved as MINUTES 5.3.76

Request from Developer Everett Tingley for extension on Blossom Hill BLOSSOM HILL EST
Estates subdivision was noted. Upon a motion duly made and seconded, EXTENSION

"Blossom Hill Estates", dated October 20, 1975, by Northeastern
Eng'g. Assoc., as requested by Ernest J. Tingley, applicant.
Lynn Hamilton was present to inform the Board of progress with prepara- RECREATION STUDY
tion of the Recreation Study, as funded under Article 87, 1974. She
estimates that the final draft will be completed for Planning Board and
Recreation Committee review by the end of June, after which public infor-
mation meetings will be held. Discussion followed regarding procedures
' for obtaining BOR funding for implementation of the Recreation Master
Plan which will be included in the study.
At 8 p.m., Charles Wiggin, Wm. Redmond, of Spaulding & Slye, met with DRUMMER BOY
the Board to request information on requirements under Subdivision Con- GREEN
trol Law for release of units in Drummer Boy Green condominium develop-
ment from Covenant. Status of construction of roads was reported on by
Mr. Redmond. The developers stressed their need for expediting of the
release procedure, and Mr. Briggs informed them of time involved in the
several necessary functionsto be carried out by Town Engineer and Town
Counsel in the process.
Mr. & Mrs. James Razzano were present for discussion of unsuccessful RAZZANO,FLEMING
petition to the B/A (5/20/76 hearing) to be allowed to construct a housePETITION TO B/A
on Earl St. (private way). A map of the area was examined and classi-
fication of Earl St. and nearby streets noted. Mr. Razzano asked re-
consideration of Planning Board recommendation for construction of a
100' road, and unfavorable report to the B/A on the petition. Dr.
Clarke advised the proponents that if they could provide evidence that the
granting of such a variance would not lead to accelerated construc-
tion in the area, the Planning Board would probably not be opposed to a
re -petition on the proposal, and would review its position on the matter.

Dr. Friedman, who attended the Governor's Hanscom Task Force meeting on NOISE ABATEMENT
May 18, relayed to the Board the request of Allan F. Kenney for its re- BILL
view and recommendations on the Airport Noise Bill. Maps, showing levels
of noise affecting areas adjacent to Hanscom Field, were distributed, and
details of the Bill were explained. Dr. Friedman agreed to draft a letter
of Planning Board recommdnations for review of the Board in establishing
its position on the Bill.
Mr. Briggs reported on inadequate condition of Kendall Road(unaccepted KENDALL GARDENS
street) between Grapevine Ave. and Sherburn Rd., with respect to its
status as a connector road for Kendall Gardens subdivision. Discussion
continued as to the need for the developer to obtain legal right to in-
stall utilities in Kendall Road.to service the development. Town Engr.
memo, dated May 14, 1976, containing comments on the abovementioned was
referred to and read in part. Mr. Briggs will inform the developer of
requirements to improve Kendall Rd., and the need to obtain release to
do so from the recorded owners.
