PLANNING BOARD MEETING
March 1, 1976
The meeting of the Lexington Planning Board was called to order at 7:30 p.m.
by the chairman, Dr. Clarke with members Brown, Costello, MacKenzie, planning
director Briggs and secretary Mrs. Snow present. Mr. Zabin joined the meeting
at 8:05 p.m. Also in attendance were Robert Bradley, D.A.C. and Laura Nichols.
Minutes of February 9, 1976, were approved as written.
Donald Sleeper, Esquire, and Emilio Spagnuola met with the Board at 7:35 p.m.
for discussion of progress with resolution of drainage problem regarding INGLESIDE
Ingleside Pond. Mr. Spagnuola's proposed plan was previously disapproved SUBDV.
on September 8, 1975. Revised plan was displayed showing redesign of
drain invert. Memorandum of understanding, outlining developer's plan
for drainage was distributed by Mr. Sleeper. Questions regarding legal
aspects of the proposal were discussed. Town Counsel will be asked for
opinion of implications of wording appearing in deeds of residents of the
subdivision regarding easement to the pond. Mr. Sleeper will prepare a
written opinion of his interpretation of the wording which will be referred
to Town Counsel with Planning Board request for advice.
Definitive plan for Minuteman Ridge II, submitted on February 20, 1976, MINUTEMAN
was reviewed. B/A permit for the Planned Unit Development was read in RIDGE II
part regarding provision of access to PUD open space, which had not been
designated on the plan submitted. The developer will be asked to show the
access on the plan in appropriate location, and to define the right-of-way
with asplit rail fence.
Preliminary plan for Kendall Gardens subdivision, submitted on February 25,KENDALL
was reviewed, and photogrammetric map of the area was examined. DiscussionGARDENS
was tabled pending receipt of Engr. Dept. comments on the plan. SUBDV.
Suggestion for revision of Article 95, condominium regulations, were ARTICLE 95
considered. It was agreed that upgraded area requirements should be CONDOMINIUMS
included in the revision to be prepared by Dr. Clarke. Laura Nichols
reported on her estimate of 250 to 275 lots in Town large enough for
additional construction as permitted in this amendment. Robert Bradley,
D.A.C. will provide a report on advantages of the condominium concept.
"W" Article 94, concerning basement elevations, was discussed. It was ARTICLE 94
agreed to eliminate area requirement of 4,000 s.f., but 4 ft. basement WETLANDS
elevation reference is to remain. Dr. Clarke will revise the Article.
