HomeMy WebLinkAbout1975-11-241 1 1 PLANNING BOARD MEETING November 24, 1975 The meeting of the Lexington Planning Board was called to order at 7:50 p.m. by the vice chairman Mr. MacKenzie with members Zabin, Brown, planning director Briggs and secretary Mrs. Snow present. Also in attendance were Manfred Friedman, Conservation Commission and Pat Hoyle, Lexington Minuteman. The minutes of Planning Board meeting of November 3, 1975, were approved as presented. Covenant for Lowell Estates II, prepared by Town Counsel and reviewed by the developer's attorney, Norman Richards, was read in part by the vice chairman. Upon a motion duly made and seconded, it was voted to sign the instrument. MINUTES 11/3 LOWELL EST.II COVENANT Plan of land between Maple and Woburn streets, submitted with Application FORM A75-30 Form A75-30, was reviewed. Duplicate of this plan, previously submitted MAPLE/WOBURN with Appl. Form A73-3 and resubmitted at this time to comply with Regis- GREEN & WHITE try of Deed new regulations as to size of plans, was referenced. Upon a motion duly made and seconded, it was VOTED: The plan entitled "Compiled Plan of Land in Lexington, Mass.", dated November 5, 1975, by MacCarthy & Sullivan Engineering Inc. submitted on November 10, 1975, by H.S.B.White for Benjamin Franklin Homes with Application Form A75-30, showing land between Maple and Woburn Streets requires no approval under the Subdivision Control Law. It was also voted that the Planning Director be authorized to sign the plan on behalf of the Board. At 8:10 p.m., Ted Freeman met with the Board to present preliminary plans MINUTEMAN for Minuteman Ridge II subdivision at Concord Ave. He plans to submit RIDGE II PUD application to the B/A for a 15 -lot P.U.D. Waivers will be requested of the Planning Board regarding widthe of right-of-way, sidewalks, and length of cul-de-sac. Discussion continued as to justification of the request for extra cul-de-sac length. Mr. Freeman explained drainage system and design of interior circle. Mr. Briggs will ascertain number of lots permitted in the RO site in a standard subdivision layout, and the number of lots allowed if cul-de-sac length requirement was not waived. At the request of Mr. Friedman, at 9:30 p.m., upon a motion duly made EXEC.SESSION and seconded, it was VOTED: To go into Executive Session for discussion of matters, the dis- closure of which could adversely affect the financial interests of the Town. Following discussion of Conservation Commission plans to negotiate for LAND ACQUISI- acquisition of land, open session was resumed at 9:20 p.m. and the meet- TION ing was adjourned at that time. 4*0 Albert P. in, Clerk EXECUTIVE SESSION OF THE PLANNING BOARD November 24, 1975 At 9:03 p.m., at the request of Manfred Freedman, Conservation Commission, the Planning Board voted to go into executive session for report by Mr. Freedman of Conservation Commission desire to negotiate with Ted Freeman, developer of Minuteman Ridge II subdivision, for acquisition of a strip of land through the subdivision to connect the Titlebaum and Ballou Conservation parcels at Concord Ave. Mr. Friedman spoke of Conservation Commission disappointment that the Sullivan land, now owned by Mr. Freeman, could not be obtained by the Town, because of time element involved in getting Town Meeting approval of such a purchase, and Mr. Sullivan's need, -for immediate sale. Attempts to confer with Mr. Freeman by the Commission have not resulted in a meeting. Mr. Briggs offered to encourage the developer to attend the November 25 meeting of the Commission.
