September 15, 1975
' The meeting of the Lexington Planning Board was called to order at 7:30 p.m.
by the Chairman Dr. Clark with members MacKenzie and Brown, planning
director Briggs and secretary Mrs. Snow present. Also in attendance were
David Williams, Conservation Commission, Richard Rogers, D.A.C., and
Rosemary O'Leary, Lexington Minute -Man.
William J. Martin, Assistant Town Engineer, met with the Board at
7:30 p.m. for discussion of D.P.W. revised and updated construction DPW CONSTRUC-
standards for sewer, water mains, and streets. The Board was asked TION STANDARD!
for input as to its view on standards for betterment and subdivision
streets. Mr. Martin was requested to develop a chart system to allow
flexibility in requirements for rights of way and paved widths of
streets in varying circumstances. Since jurisdiction over the other
items included in the plans is not considered to be within the province
of the Planning Board, the discussion was limited to street standards.
Mr. Briggs explained the proposal of Robert Mammola to serve food MAMMOLA B/A
prepared at his existing delicatessen operation, "Rosina's Kitchen",
at 363A Massachusetts Avenue. Previous B/A refusal to allow a rest-
aurant at the same location was recapped and compared with the new
plan. The Planning Board was asked to consider whether Mr. Mammola
would be allowed a resubmission of petition. It was voted that the
two proposals are so dissimilar as not to constitute a resubmission,
therefore no Planning Board action to allow is required.
Mr. Briggs reported on proposal of Spaulding & Slye, developers of DRUMMER BOY
Drummer Boy Green condominium project, to reduce floor area in a few
of the larger units to ore -or two-bedroom units, because of difficul-
ty in those containing more rooms. The members agreed that a 10%
variance (higher or lower) from the originally proposed square foot-
age would be allowed.
Norman Cohen, Town Counsel, joined the meeting at 8:30 p.m. for dis- LOWELL EST.II
cussion of status of an earlier (1959) approved plan of land (Lowell
EstatesI) which has since been approved under resubmission of a
different plan (Lowell Estates II). The first plan has never been
rescinded. Mr. Cohen advised that the Planning Board can, on its
own initiative, rescind if no changes in area or layout or encumbrances
have occured since the approval. Legal procedures for its rescission
will be researched.
H.D.C. notices for r1optember 17 were noted.
The meeting adjourned at 8:50 p.m.
