HomeMy WebLinkAbout1975-09-081 1 PLANNING BOARD MEETING September 8, 1975 The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the chairman Dr. Clarke with members MacKenzie, Costello, Zabin, planning director Briggs, and secretary Mrs. Snow present. Also in attendance were Manfred Friedman, Conservation Commission, Richard Rogers, D.A.C., and Steve Politi, Lexington, Minute -Man. The minutes of Planning Board meeting of August 11, 1975, were MINUTES 8/11 approved as amended. Minutes of the meeting of August 25, 1975, & 8/25/75 were approved as submitted. Action on the definitive plan for Ingleside subdivision was considered INGLESIDE Mr. Briggs' draft Certificate of Action was reviewed. Resident of the DISAPPROVAL subdivision, Lynch and Layton, who are owners of portions of Ingleside Pond, were present and expressed strong opposition to any change in the level or quality of the pond, and refused to consider the developer's request for drainage easements over their land. Upon examination of the plan for revision of the drainage system, it was noted that the developer had failed to provide properly revised plans. Upon a motion duly made and seconded, it was VOTED: To disapprove the definitive subdivision plan entitled "Site Plan of Land, Ingleside, Lexington, Mass. #34533", dated March 19, 1975, by MacCarthy & Sullivan Engineering Inc., Kingston Builders Corp., by Emilio V. Spagnuola, applicant, for the following reason: The Planning Board has not been provided with revised plans which indicate the invert of the pipe at the ottflow necessary to main- tain Ingleside Pond at a maximum elevation at high water time. Plan submitted with Application Form A75-22 showing conservation land FORM A75-22 (Lot 5) at Middle St. and Lots 2,3, and 4 owned by Napoli, was reviewedCONSERVATION Upon a motion duly made and seconded, it was VOTED: LAND NAPOLI The plan submitted on September 8, 1975, by James E. Chase, Town Engineer, dated July 11, 1975, by Barnes Engr., entitled "Subdi- vision Plan of Land in Lexington, Mass.", with Application Form A75- 22, showing land of Napoli and conservation land at Middle St., requires no approval under the Subdivision Control Law. The plan was so endorsed. Invoice received from R. Dennis Reinhardt, consultant, in the amount INGLESIDE of $400 for a hydrological study of Ingleside Pond and surroundings, HYDROLOGICAL was noted. Mr. Briggs reported that the developer of Ingleside STUDY subdivision, Emilio Spagnuola, has agreed to pay half this amount. Upon a motion duly made and seconded, it was voted to apprezre payment of $200 out of Planning Board funds. Page 2 9.8.75 ' Mr. Briggs reported on progress of the Recreation Study and des- RECREATION cribed areas of dissatisfaction with the performance of The Planning STUDY Services Group, consultant, concerning quality of work and conformance with the time schedule as set forth in the contract dated June 2, 1975, which has been terminated. Lynn Hamilton, planning staff, is to con- tinue with the study and a part-time planner will be hired to assist her. Procedures for settlement of the amount of reimbursement to be paid to the consultant were discussed. Upon a motion duly made and seconded, it was voted that Dr. Clarke and Mr. Briggs be empowered to act on behalf of the Board concerning the matter of payment. Memorandum, dated May 30, 1975, requesting Planning Board review TOWN CONSTR. and acceptance into its regulations of revised standards of sewers, STANDARDS drains, streets and water mains, was noted. Richard Rogers agreed to request D.A.C. review of the plans which accompanied the memo. B/A decision of August 28 were noted. Denial by H.D.C. of the Rowe petition for a sign at the Chevrolet ROWE SIGN Agency on Massachusetts Avenue wal also noted. H.D.C. Mr. Zabin reported on progress of the citizens' Wetlands Subcommittee WETLANDS with definition of wetland. Mr. Briggs plans to attend the next meet- COMMITTEE ing which will be held on October 1.
