HomeMy WebLinkAbout1974-09-09r PLANNING BOARD MEETING September 9, 1974 The meeting of the Lexington Planning Board was called to order at 7:30 p.m. by the chairman Dr. Clarke with members L. Brown, Costello, MacKenzie, planning director Briggs, and secretary Mrs. Snow present. The minutes of Planning Board meeting of August 12, 1974, were approved MINUTES 8/12/74 as corrected. Action on the request of bond release on the Columbus St. subdivision COLUMBUS ST. was postponed pending conference with abutting Community Nursery staff BOND RELEASE and site review by Mr. Briggs regarding safety features of the area at the hammerhead turn. Plan submitted with Appl. Form A74-22 showing the Kitchen & Kutchin lot FORM A74-22 at Hartwell Ave. and Hinchey Rd. was expalined by Mr. Briggs and re- COLANGELO viewed. Upon a motion duly made and seconded, it was VOTED: HARTWELL AVE. & The plan entitled "Plan of Land in Lexington, Mass.", dated June 17,HINCHEY ROAD 1974, by Miller & Nylander, submitted by Michael Colangelo on September 9, 1974, showing Lot 3 at Hartwell Ave. and Hinchey Rd., requires no approval under the Subdivision Control Law. The plan was so endorsed by members of the Board. The Recreation Committee will be asked to attend the September 16th PL. BD/RECREA- meeting of the Planning Board for discussion of the Recreation Study. TION COMM. MTG Mr. Briggs will prepare an agenda and will contact Dr. Shapiro, con- sultant, to request his attendance. It was decided to hold a work session meeting of the Planning Board on 1974 WORK PROGR Saturday, September 14 at 8 a.m., for discussion of progress with the 1974 work Program of the Planning Board. Paul Nicholson, Chairman of the Street & Sidewalk D.A.C., Herb Eisenberg, and Malcolm Graf, met with the Board for discussion of the TAMS Bedford St. improvement plans. Mr. Nicholson's report, dated August 20, 1974, BEDFORD ST.PLRN based on a meeting with Bedford St. area residents, was noted and TAMS ST.&SIDEWALK plans were reviewed with suggested modifications. Mr. Briggs will pre- D.A.C. pare an overlay showing future Bedford St. development, and revisions including a service road for residents. The Board of Selectmen will be informed of these suggested modifications. Mr. Thomas DiPersio, Colburn Engr. Co., and a representative of the WOODPARK EST. A. J. Lane Construction Co. met with the Board at 8:55 p.m. to discuss SUBDIVISION the definitive plan for Woodpark Estates. Layout, roads, sewer system and drainage problems were discussed. The developer plans to request waivers on sidewalks, curbing,and pavement width, and was advised to submit these requests in writing. Decision of the developer to plan a conventional subdivision, as Apposed to a P.U.D., was discussed. It was noted that the plans lacked the stamp of a land surveyor. This Iomission will be rectified. Page 2 9.9.74 Preliminary plan for Centre Estates II was reviewed and Engr. Dept. CENTRE ESTATES letter of recommendations, dated Aug. 29, 1974, was read in part. DieSUBDIVISION cussion followed as to length of the proposed cul-de-sac, and it was agreed by the members not to recommend connection to Carol Lane, Centre Estates I. Upon a motion duly made and seconded, it was VOTED: To approve the preliminary plan entitled "Centre Estates Section II in Lexington, Mass.", dated August 22, 1974, by Miller & Nylander, submitted on August 26, 1974, by Mark Moore, Jr., President, Moore Homes Inc., applicant. The developer will be informed of the approval and will be sent a copy of the Engr. Dept. letter. Dr. Clarke will confer with him dm the possibility of donating the portion of the parcel on the east side of the railroad tracks to the Town for open space. Lowell Estates preliminary plan, and letters regarding the plan from Health and Engr. Departments, were reviewed. Copies of these letters and a list of requirements for submission of definitive subdivision plans will be sent to Mr. Stoico, developer. Mr. Briggs will also inform him of Planning Board requirement for existing and proposed contour figures. It was noted that this was a re -submission of pre- liminary plan for Lowell Estates II, previously approved by the Planning Board on May 6, 1974. Upon a motion duly made and seconded, it was VOTED: To approve the preliminary plan entitled "Lowell Estates Section 2 in Lexington, Mass.", dated June 27, 1974, by Miller & Nylander submitted on July 30, 1974, by Louis Stoico, President, Village Development Corp. LOWELL ESTATES SECTION 2 SUBDIVISION Petition signed by residents of Bushnell Drive requesting that the BUSHNELL DRIVE street by accepted as a town way, and recommendation from James E. ACCEPTANCE Chase, Town Engr. that the Planning Board sponsor an Article for its acceptance were noted. It was voted to inform the Bd.. of Selectmen of Planning Board intention to initiate such an Article in 1975. Copy of W. R. Grace Co. letter to the Board of Appeals regarding the E.G.&G. F & D E. G. & G. petition (hearing Sept. 10), expressing approval of the HEARING proposal, was read. The meeting was adjourned at 10:40 p.m. Paul J. MacKenzie, Clerk 1
