HomeMy WebLinkAbout1974-06-10PLANNING BOARD MEETING June 10, 1974 ' The meeting of the Lexington Planning Board was called to order at 7:30 p.m. by the Chairman Dr. Clarke, with members L. Brown, Costello, S. Brown, MacKenzie, planning director Briggs and secretary Mrs. Snow present. Also in attendance were Margaret Rawls, Vice-chairman Conser- vation Comm., and Anne Scigliano, Lexington Minute -Man. The minutes of Planning Board meeting of May 13 were approved as written. MINUTES 5.13 Mr. Briggs reported on his conference with Town Engineer and with Mr. Hamilton, developer of Farmhurst, SEction 5 subdivision, regarding -re— FARMHURST V c _ garding requirements for hydraulic information to be supplied by SUBDIVISION Mr. Hamilton prior to Planning Board action on his subdivision plan. DRAINAGE Engineering Dept. letter on the subject dated May 24, was noted. To allow time for Mr. Hamilton to prepare the abovementioned report, upon a motion duly made and seconded, it was VOTED: To extend to July 16, 1974, inclusive, the time on or before which the Lexington Planning Board must act on the definitive subdivision plan entitled "Farmhurst, Section 5 in Lexington, Mass.", dated January 11, 1974, as requested by Diane E. Hamilton, applicant. The Town Clerk will be informed of this action of the Board. Letter from Donald Jenkins, Jr., dated June 7, 1974, requesting that the SPRINGDALE ' Planning Board waive requirement for sidewalk construction in Springdale ESTATES - Estates subdivision, was noted. Mr. Briggs reported on his site review SIDEWALK of the cul-de-sac. Upon a motion duly made and seconded, it was VOTED: WAIVER To waive the requirement as stated in Section 7.3.5 of the Rules and Regulations Governing the Subdivision of Land, for installation of sidewalks in Springdale Estates, Lexington, Mass., as requested by Donald Jenkins, Jr. developer. The Town Engineer will be notified of the modification of the definitive plan for Springdale Estates, as approved by the Planning Board on Dec. 18, 1973. Mr. Briggs will prepare a draft letter of recommendations to the Selectmen for consideration of the Board on June 17. Martin Bernard and Attorney John Hamilton met with the Board at 8:50 p.m M. BERNARD for discussion and presentation of proposal for land use (Burlington BURLINGTON Arcade) at the Lexington/Burlington line, subject of Board of Appeals ARCADE B/A hearing on June 18. Mr. Hamilton explained the requests for variances, and Mr. Bernard's offer to deed a 100' buffer strip to the Town for con- servation land. It was generally agreed that the restrictions on such conservation land would be prohibitive as to future widening of Lowell St., and that ownership should remain with the developer, with responsi- bility for maintenance. Later in the evening, the draft letter by Mr. MacKenzie on the petition, was reviewed. The letter, recommending that the proposal be presented at Town Meeting as a rezoning article, and that the petition to the B/A be denied, was approved as written. 1 1 At 9:30 p.m., Van Boughton, W. R. Grace Co., Herman Beckstauffer, archi- tect, and Daniel Corbett, Whitman & Howard, met with the Board to pre- sent plans which have been submitted to the Board of Appeals for finding and determination (hearing July 2). A model of the Hayden Avenue.site, showing proposed ultimate development of the W. R. Grace facility was displayed. Grading, drainage and future construction plans were ex- plained, and utility, sewer connection, underground wiring, and land- scaping plans noted. Parking space ratio and access roads necessary for expanded development were discussed, and Mr. Corbett gave hydrological data and explained drainage plans. Page 2 6.10.74 W. R. Methods for procuring infor- RECREATION mation on Town -wide needs were described by Mr. Downe, and procedures STUDIES used in Concord noted. Discussion continued as to citizen response to a questionnaire distributed in Concord and possible use of newspaper publi- cation of a questionnaire. Following consideration of procedures for implementation of preparation of the questionnaire, Mr. Briggs reported on his contact with four other consultants who will also submit proposals. It was estimated that selection of a consultant will be made within two weeks. The meeting adjourned at 10:30 p.m. Paul J. Ma enzie, Clerk
