PLANNING BOARD MEETING
June 3, 1974
The meeting of the Lexington Planning Board was called to order at
7:30 p.m. by the chairman Dr. Clarke with members, L. Brown,
MacKenzie, planning director Briggs, and secretary Mrs. Snow
present. Also in attendance was John Davies, DAC.
Mr. Briggs' memo of June 3, 1974, apprising the Board of conditions
at the Town -owned circle in Village Circle PUD, and giving
suggestions as to procedures for bringing the parcel up to standard,
was reviewed.

TOWN LAND
Mr. MacKenzie's draft letter re the Martin Bernard petition (B/A M. BERNARD
hearing 6/18) concerning land use and earth moving at the Lexington/ BURL. ARCADE
Burlington line, was reviewed. Town Counsel will be asked to review B/A
the letter and advise as to reference to case law (Johnson V.Wareham)
and it application to the Bernard petition.
Mark Moore, Spaulding and Slye, Kenneth DeMay, SDA Assoc., and
Arthur Gitares, Wiggins &:Dolbroth, met with the Board to request
indication of Planning Board view on plans for Drummer Boy
condominium development. Elevation, site and floor plans were
shown, and road plans including access at the Hartwell Avenue
jug -handle were discussed. Mr. Moore was asked to obtain written
evidence that the State DPW would allow such access off a State
road, and to provide justification for requested 24' pavement
width. Drainage plan for the site by Barnes & Jarnus was reviewed.
Discussion continued as to Mr. Moore's proposal to construct the
site in phases. Town Counsel will be asked for opinion on legality
of this concept. The developers will meet with the Planning Board
in late June with detailed plans, and again in August for pre-
sentation of site plans to be submitted to Board of Appeals for
finding and determination.
Messrs. Freeman, Nylander, Frost and Drs. Blank and Shaugnessy,
Hydrology Engrs., met with the Board at 9 p.m. to present an
environmental impact study with regard to proposed Bicentennial
Estates subdivision.
Dr. Blank showed a topographical site plan of the parcel off
Cary Ave., and indicated water courses, and plans to relocate
and pipe the run-off course on the land was discussed. The
developer was requested to state in writing reasons for his
preference for piping run-off, rather than maintaining an open
ditch.
Proposal by Charles E. Downe, consultant, for a recreation
study, was noted. Mr. Briggs listed several other consultants
to be asked for proposals, and he will prepare an outline for
the scope of the study for consideration of the Board on June 10.
At the suggestion of Herb Eisenberg, the Recreation Committee
will be asked for information on their ten-year program before
final definition of the program is arrived at.

ments for drainage information at and around the site of Farmhurst, DRAINAGE
Sec. 5 subdivision, and Town Engineer's memo dated May 24, 1974,
on the subject were reviewed. The letter will be re -written, to
include revisions as suggested by the members.
The meeting adjourned at 11 p.m.
