HomeMy WebLinkAbout1974-01-14PLANNING BOARD MEETING January 14, 1974 The meeting of the Lexington Planning Board was called to order at 7:40 p.m. by the chairman Dr. Clarke with members L. Brown, Graham, planning director Briggs and secretary Mrs. Snow present. Also in attendance were Frank Sandy, CLC, Kenneth Kreutziger, DAC, Mary Sepucha, LWV, and Rosemary O'Leary, Lexington Minute -Man. The minutes of Planning Board meetings of December 26, 1973, and January 2, 1974, were approved as amended. MINUTES 12/26/ 73 & 1/2/74 Letter dated January 8, 1974, from Theodore L. Freeman, President, MINUTEMAN RIDGF Kerrie Realty Trust, requesting three waivers from the Subdivision Regu-WAIVERS lations for Minuteman Ridge subdivision, was reviewed. Upon a motion duly made and seconded, it was voted to grant the waivers as follows: The Planning Board waives the fifty foot right-of-way requirement and permits reduction to a forty foot right-of-way width. The Planning Board waives the thirty foot pavement width requirement and permits the installation of a twenty-four foot pavement width. The Planning Board waives the requirement for installation of side- walks as stated in Section 7.3.5 of the Rules and Regulations Govern- ing the Subdivision of Land in Lexington, Mass. Revised linens showing corrections as recommended by the Town Engineer ' were reviewed. Requirement of provision of "dry" sewer in the subdivision by the developer was considered. Mr. Briggs will investigate proximity of Town sewer to the subdivision and any plans for sewer in the area in the future. A Certificate of Action will be drafted by Mr. Briggs for consideration of the Board on Jan. 21. Plan showing Conservation Land Taking under Article 55 of 1973 (Porter FORM A74-3 land at Lowell St.), submitted with Application Form A74-3 on Jan. 14 PORTER CONS. by James E. Chase, for the Town of Lexington, was reviewed. Upon a LAND/T. OF LEX. motion duly made and seconded, it was VOTED: The plan entitled "Plan of Land in Lexington, Mass.", dated Jan 4, 1974, by Roger M. Corbin, submitted by James E. Chase, Town Engineer, with Application Form A74-3, showing Conservation land taking under Art. 55 - 1973, at Lowell Street, requires no approval under the Subdivision Control Law. The plan was so endorsed by members of the Board. At 8:15 p.m. Messrs Manzo,and Lurie, Spaulding and Slye Corp., and Mr. SPAULDING & John McKee, developer, were present to informally discuss plans to be SLYE/FORBES RD submitted to the Board of Appeals in the near future, for buildings on OFFICE BLDGS. one lot (#1 Forbes Rd.). Variance will be sought to allow construction B/A of two buildings on the 5 1/2 acre lot. Renderings showing one 2 -story and one 3 -story building (Minuteman Research Park) were shown and proposed ' parking provisions discussed. A set of the plans and descriptive memo- randum were left for review by the Board. Page 2 1.14.74 Messrs. Herman and Bruce Erikson, and Tony DeFrancisco, architect, PIPER RIDGE met with the Board at 8:50 p.m. to explain their development plans RM ARTICLE (subject of citizens' RM rezoning Article) for land at Piper Rd. and Waltham St. Floor plan showing 24 apartment units on the 4 acre parcel, with access at Piper Rd., room layout for the 2 -bedroom units, and percentage of open space, was displayed. Mr. Erikson summarized the results of a neighborhood poll and photogrammetric maps 115, 6, 10, 11, and 14 of the area were reviewed. Plans for sewer and other utilities were discussed. The public hearing on the proposal is scheduled for Feb. 14, 1974. Schedule for public hearing (Feb. 7, 1974) on the Drummer Boy RD & RM DRUMMER BOY rezoning Articles was noted. Upon a motion duly made and seconded, it RD & RM ART. was voted that the Planning Board will hold this public hearing on its own initiative as allowed under Section 14.1 of the Zoning By-law. This decision does not indicate Planning Board support of either of the pro- posed Articles. Dr. Clarke reported on Wood St. Neighborhood Assoc. meeting at Maria FLINTLOCK Hastings School re the proposed Flintlock development, and discussion WOOD ST. ASSOC. of already heavy traffic on Wood St. as the chief cause of neighborhood opposition. A letter from Mr. Wayne Barber, developer, dated Jan. 10, 1974, to Robert Rader, M.I.T. Lincoln Lab, suggesting a meeting to explore possible solutions to the traffic problem, was noted. The Board reviewed revision to wording of the Zoning By -Law revision articles (Z-1 to Z-8) and other recommendations as suggested by Town Counsel. The meeting adjourned at 11 p.m. Paul J.
