HomeMy WebLinkAbout1973-08-131 LEXINGTON PLANNING BOARD August 13, 1973 The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the chairman Dr. Clarke with members L. Brown, S. Brown, planning director Briggs, planning intern Whitney, and secretary Mrs. Snow present. Also in attendance were R. Bowyer, DAC, F. Sandy, CLC, A. Frick, Conserva- tion Commission, and C. Waixel, Lexington -Man. The minutes of Planning Board meetings of June 25, July 2, 16, 30, 1973, were reviewed. The minutes of June 25, July 2, and July 30, 1973, were MINUTES 6/25 reviewed. The minutes of July 16, 1973, were approved as amended. 7/2, 16, 30/73 APPROVED A draft of a letter by Mr. Brown to the Board of Appeals regarding the HARTERY B/A Hartery petition (hearing August 14) to store boats on his property in an RS zone was reviewed. The letter was approved as amended. Mr. Michael Colangelo, 115 Kendall Corp., and Mr. Fred Lenox, architect were present to explain revised plans (submitted on August 13) showing existing and proposed contours, parking area and one story buildings to be constructed on a site at Hartwell Avenue and Bedford St. Board of Appeals hearing on a petition for variance to allow office buildings on lots of reduced size on the portion of the site which is in CH zone is scheduled for August 14. Parking ratio to building floor area and in- adequacy of spaces as shown were discussed. A letter will be drafted reflecting general approval of the proposal, but stating conditions and on building and black topped area. Mr. Ephraim Weiss met with the Board for discussion of assistance to the Planning Board by citizens' committees. Several items in the 1973 & 1974 Work Program of the Planning Board offered the potential for citizen participation. Neighborhood involvement in the continuing ex- pansion of the Wetland Protection program was considered. Mr. Weiss offered to suggest a list of interested and qualified citizens from the TMMA roster for work on one specific area. Mr. Brown and Mr. Weiss will confer on the matter when location of the first area is decided upon. 115 KENDALL CORP. B/A limitations CITIZENS' COMMITTEES Identification of small privately owned play areas, now being used as NEIGHBORHOOD neighborhood parks, was discussed. PTA members, Conservation Comm. PARKS and possibly Friends of Recreation will be contacted by Mrs. Brown for a list of these areas. Mr. Weiss agreed to suggest a list of candidates for assistance in re- vision of the Zoning By -Law. Mr. Bowyer will prepare a preliminary outline for updating of the MASTER PLAN Master Plan. UPDATING Dr. Clarke's memo re Street Design Standards, dated 10.6.71, is to be STREET DESIGN sent to Design Advisory Committee members, who will be asked to partici-STANDARDS pate in formulation of revised street design standards. Mrs. Brown will initiate an outline of procedures for formation of citizens' committees. The written report by Richard Rogers, DAC, on suggested land use of HILLSIDE AVE. Page 2 8.13.73 Hillside Ave. tax -title lots for recreation was recapped by Mr. HILLSIDE AVE Bowyer. Discussion of the matter will be considered at a later date. TAX TITLE LOTS The suggestion that "Cannon Rock" area be acquired by the Town as a his- torical site was considered. Mrs. Frick will call the matter to the attention of the Bicentennial Committee. Notice of a B/A hearing to be held in Burlington at 8:15 on August 16, 1973, was read. Variance is being sought from Sec. 10.2 of the B/A BURLINGTON Burlington Zoning By -Law for reduction of buffer strip area between LINE Burlington commercial and Lexington residential zones. 1972 plan pro- posed for the area (supplied by Mr. Weiss) showing commercial development was examined and Lexington Zoning By -Law lack of commercial buffering requirements noted. The Lexington Planning Board will be represented at the hearing by Mrs. Brown and Dr. Clarke who will reiterate Planning Board position re need for adequate open space between the boundary line zones and opposition to granting of the variance. Reference was made to need for revision of Lexington Zoning By -Law to ZONING BY LAW require buffering between Lexington line commercial zones and resi- REVISION dential areas in contiguous municipalities. Mr. Weiss will prepare a report to be used as basis for an article re the matter to be initiated by the Planning Board at a future Town Meeting.
