HomeMy WebLinkAbout1973-03-05PLANNING BOARD MEETING March 5, 1973 The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the chairman Mrs. Brown with members Clarke, Costello, Graham, planning director Briggs and secretary Mrs. Snow present. Also in attendance were C. Waixel, Lexington Minute Man and Margo Gilson, L.W.V. The minutes of Planning Board meeting of Feb. 19, 1973, were approved as amended. The Board reviewed a plan submitted on Feb. 23, 1973, with application Form A73-9, showing land at 1037-1049 Mass. Ave.with an existing dwelling and store. Board of Appeals permit for division of the parcel, dated Feb. 20, 1973 was noted. Mrs. Brown reported on verbal advice by the Town Counsel as to a notation to be added to the plan: "Parcel A does not comply with Zoning By -Laws now in effect.". Upon a motion duly made and seconded, it was VOTED: The plan entitled "plan of Land in Lexington, Mass.", dated Feb. 14, 1973, by Miller & Nylander, showing Lot A-411049 Mass. Ave. and Lot B - #1037 Mass. Ave.submitted on Feb. 23, 1973, with Application Form A73-9 by John J. Shanahan requires no approval under the Subdivision Control Law. Subject to the addition of wording of the abovementioned notation, to the plan was so endorsed by members of the Board. A plan submitted by Ella Bayliss on Feb. 28, 1973, with Application Form A73-10 showing land at 92 Adams St. was reviewed by the Board. Upon a motion duly made and seconded, it was VOTED: The plan entitled "Subdivision Plan of Land in Lexington, Mass." dated July 17, 1972, by Henry F. Bryant & Sons, Inc., showing Lot A and Lot C at 92 Adams St. requires no approval under the Subdivision Control Law. The plan was so endorsed by member of the Board. At 8:00 p.m. Mrs. Gilson representing Concerned Citizens for Regional Planning met with the Board by appointment for discussion of H. Bill 2814 (copies distributed to members) submitted by Rep. Vigneau of Burlington which would authorizeaccessto 250 acres of undeveloped land at the Lexington/Burlington boundary. Mrs. Gilson urged that a representative from Lexington, either Planning Board member or Selectman, be present at the March 21 State House hearing to register opposition to passage of the bill. A Planning Board letter written in opposition to a similar 1972 House Bill was noted and it was agreed that the Selectmen will be given a copy of this letter accompanied by a statement reiterating that Planning Board position at this time. Mark Moore and Charles Spaulding, Spaulding & Slye, proponents of rezoning of Drummer Boy land for condominium development, met with the Board at 8:30 p.m. for explanation of their offer to the Town of "an expense -free option to study the land and prepare a plan of development best representing community needs". The developers wish to cooperate with the Planning Board and Bd. of Selectmen to arrive at recommend- ations for land use at the Bedford St. site. They also displayed a revised site plan for the Drummer Boy land. Road design and traffic problems at the Bedford St. Hartwell Ave. intersection were discussed. Mr. John Rinehart, Mass. Port Authority, Hanscom Field, was present to participate in discussion of the "Flintlock" rezoning proposal. He expressed concern that future residents of Flintlock will have cause for complaints about noise from air traffic on runway 4129 which is nearby and gave statistics on use of the runway. Copy of Mr. Rinehart's letter dated March 1, 1973, to Mr. Barber, proponent of the development, was noted. Mr. Rinehart will communicate with the Planning Board re noise abatement procedures following his review of a sonic study planned by Mr. Barber. Mr. and Mrs. Ronald Grammont, prospective buyers of land at Jean, Morgan and Aaron roads, were present for continued discussion as to status of Aaron Rd. Mr. Briggs' March 2, 1973, memorandum with info- mation as to street classification, (1968 Planning Board Survey and Listing) and work sheets were noted and Mr. Briggs reported on telephone conversation with Mr. Zaleski on the matter. Classification of Aaron Rd. as a "paper" street was determined. Mr. Cohen, Town Counsel will be asked for written opinion that lots on Aaron Rd. lack status as buildable lots. The Grammonts were advised to submit a Form A application and plan showing division of 3 lots on Morgan and Jean Rds. DRUMMER BOY FLINTLOCK HANSCOM FLIGHT PATH JEAN,MORGAN & AARON ROADS Mrs. Ruth Mitchell met with the Board for discussion of definition of HOME OCCUPA- "home occupation" as stated in the Zoning By -Law. Mrs. Mitchell's TION letter to the Planning Board, dated 2/21/73 with respect to Bd. of Appeals petition regarding a sign at the International Conservatory of Music, 375 Lowell St. (hearing 2/20/73), was reviewed. Mrs. Brown will request a ruling from the Town Counsel on the matter of definitions of "home occupations" and "school" and discussion will be continued following his response. Progress with the Wetland Zoning project and revision of maps to identify the three areas to be proposed were discussed. Overlays of lot lines from Town Property Maps will be made to ascertain affected landowners who will be contacted by the planning director. Drafts of letters responding to written comments by residents on the proposal will be prepared by Mrs. Brown. It was agreed that purchase of blueline and sepia copies of revised wetland maps will be made. Agenda for the Saturday, March 10 meeting of the Planning Board was discussed.
