HomeMy WebLinkAbout1973-02-19PLANNNING BOARD MEETING February 19, 1973 The meeting of the Lexington Planning Board was called to order at 7:34 p.m. by the chairman Mrs. Brown with members Costello, Clarke, Graham, S.Brown, planning director Briggs and secretary Mrs. Snow present. Also in attend- ance were F. Sandy, CLC, M. Gilson, LWV, M. Rawls, Conservation Commission, and C. Waixel, Lexington Minute -Man. Mr. & Mrs. Ronald Grammont, prospective buyers of land,on Jean, Aaron and AARON,JEAN & Morgan roads, were present by appointment for discussion of a preliminary MORGAN RDS. Form A plan concept. A sketch was displayed showing division of the parcel GRAMMONT into four lots and the status of Aaron Road (unpaved access) was discussed. The secretary was instructed to research the 1968 minutes at which time the Jean/Aaron road status had been considered, for information on Planning Board determination on the matter at that time. Town Counsel will be consulted as to whether existence of a house with address #1 Aaron Road affects status of other land on Aaron Road. Mr. Briggs will report on results of his in- vestigation at the Feb. 16 meeting. The minutes of Planning Board meeting of Feb. 5, 1973, were reviewed and MINUTES 2/5 approved as amended. Final endorsement of Hartwell Park subdivision plans was considered. Two HARTWELL PARK members present signed the plans and it was agreed that signature of a SUBDIVISION third Planning Board member will be added following addition to the plans of the endorsement wording being prepared by Town Counsel to constitute legal Planning Board endorsement. The Board reviewed a plan submitted by John P. Dailey on Feb. 16, 1973, FORM A73-8 with Application Form A73-8. Upon a motion duly made and seconded, it MARRETT RD. was VOTED: The plan entitled "Plan of Land in Lexington, Mass.", dated Feb.15, FORM A73-8 1973, by Miller & Nylander, submitted by John P. Dailey, showing 13.1+ acres at Marrett Road, requires no approval under the Subdivision Control Law. The plan was so endorsed by members of the Board. Draft by Mrs. Brown of a letter to the Board of Appeals with Planning B/A HEARING Board comments on the petition of Gauthier/Palis (hearing 2/20/73) was MILLIKEN RD. read by the members. Following review, the draft was approved as amended. Copy of a petition to the selectmen asking reconsideration of a previous FAIRFIELD DR. request by Fesideritd of the Fairfield Drive neighborhood for "Town and Country" street light installation was read. Planning Board letter to the Board of Selectmen, dated December 6, 1972, with respect to the pre- vious petition and written recommendation of the DAC at that time were reviewed. Question of the degree of Planning Board responsibility re- garding street light design was discussed. The planning director was Instructed to draft a letter to the Selectmen based on the Dec. 6 letter and suggestions made during the discussion to be transmitted to the ' Selectmen following its review by the chairman. The Board reviewed the Mark Moore/Spaulding & Slye presentation at the DRUMMER BOY public hearing on RM rezoning proposal on the Drummer Boy land on Feb. 15, 1973. Need for review and possible adjustment of Planning Board policy with respect to provision by developers of low -moderate income housing Page 2 2.19.73 was considered. Mrs. Gilson, LWV representative, informed the Board of the League's view regarding maintenance of Planning Board policy con- cerning moderate- but not necessarily low-income housing features in RM rezoning proposals. Discussion of the Drummer Boy hearing was tabled pending receipt from the developer of a contour map of the site. A town -wide map, showing latest revisions of the proposed "Wetland Protec- tion" zones prepared by Dr. Clarke, was displayed. The Board voted author- ization of publication of the map (to be labelled "proposed") in the Lexing- ton Minute -Man on 2/22/73, accompanied by an explanatory statement. Mr. WETLAND ART. Costello questioned legality of changes to the Wetland maps after legal ad- vertising and public examination. Plans for procedures at the forthcoming public hearing on 2/22 were discussed.
