HomeMy WebLinkAbout1973-02-12PLANNING BOARD MEETING February 12, 1973 ' The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the chairman Mrs. Brown with members Costello, Clarke, S. Brown, Graham, planning director Briggs and secretary Mrs. Snow present. Also in attendance were F. Sandy, CLC, M. Weinmayr, DAC, R. Cochin, LWV and A. Frick,Conservation Commission member. The minutes of the Planning Board meeting of January 29, 1973, were approved as written. The Board reviewed plans submitted with Application Forms A73-5 and A73-6 by Ralph D. Cataldo, showing land at Bow Street. Upon a motion duly made and seconded, it was VOTED: The plan submitted on Jan. 31, 1973 with Appl. A73-5 by Ralph D. Cataldo, entitled "A Compiled Plan of Land in Lexington, Mass.", dated Jan. 31, 1973, by Miller & Nylander, showing Lot C on Bow Street and the plan sub- mitted on Jan. 31, 1973, with Appl. Form A73-6 by Ralph D. Cataldo, entitled "A Compiled Plan of Land in Lexington, Mass.", dated Jan. 30, 1973, by Miller & Nylander, showing Lot B on Bow St. requires no approval under the Subdivision Control Law. The plans were so endorsed by members of the Board. A plan submitted by John J. McSweeney for the Town of Lexington on February 5, 1973, showing land at Mass. Ave. and Clarke St. was re- viewed by the Board. Upon a motion duly made and seconded, it was VOTED• The plan entitled "Plan of Land in Lexington, Mass.", dated Jan. 29, 1973, by Barnes Engr. Co., Inc., submitted by John J. McSweeney on Feb. 5, 1973, with Appl. Form A73-7, showing land at Mass. Ave. and Clarke St. requires no approval under the Subdivision Control Law. The plan was so endorsed by members of the Board. A letter from the Board of Selectmen, dated Feb. 6, 1973, notifying the Planning Board of its vote of intent to lay out eight streets, as listed was noted. Mr. McSweeney, Town Engr., joined the meeting at this time and displayed plans of three betterment streets in- cluded in the list and explained the proposed land taking and inland at Fern St. and Pleasant st. Upon a motion duly made and seconded, it was VOTED: The Planning Board approves the layouts at Fern, Grassland and Holland streets as presented and recommends In favor of acceptance of all streets as listed by the Board of Selectmen in the letter of Feb. 6, 1973. Notice of these recommendations will be transmitted to the Board of Selectmen within 45 days. ' Revised draft of Planning Board statement to the Board of Selectmen on the Rte. 2 Environmental Impact Statement by Mr. Graham was read by the members and approval of the statement was voted. It was agreed that the statement is to be offered, subject to agreement by Mr. Kenney, to the Lexington Minute Man for publication as Planning Board recommendations. MINUTES 1/29 FORM A73-5 &A73-6 R. CATALDO BOW STREET FORM A73-7 MASS.AVE & CLARKE ST. INTENT TO LAY OUT: FERN ST. GRASSLAND ST. HOLLAND ST. RTE 2 STATEMENT 1 1 1 page 2 2.12.72 It was decided that, in view of the offer of stationery at no charge to the Planning Board, only letterheads (blue ink printed) will be purchased to be used with envelopes of the new design. The Planning Director was authorized to approve this purchase. The Planning Board met with the Board of Selectmen by appointment at 8:30 p.m. for the purpose of discussion and explanation of the philosophy of the Wetland Protection Districts Article. A map showing the .proposed areas designated for protection was shown and Dr. Clarke explained need for wetland zoning and gave history of Planning Board investigation of zoning of this type in other towns. Articles 78 and 79 were reviewed and criteria used by Mr. Downe, who prepared the maps, was discussed. Following questions by the Selectmen which were answered by Mrs. Brown and Dr. Clarke, the Board returned to its office & 9:15 p.m. PL.BD. STATION- ERY WETLAND ART. The Board considered the petition to the Board of Appeals of Gauthier/ BSA HEARING Palis, Milliken Rd. (hearing 2/20/73) to maintain a dwelling on lot MILLIKEN RD. 58A with insufficient front yard and separation of lot 58B which fronts on Pleasant St. Reference was made to an inquiry made in fall '72 regarding Form A endorsement and Mrs. Brown's comments to the proponent's Attorney at that time was read. Two residents of the area were present and questioned the possibility of further sub- division of the abovementioned land if Bd. of Appeals approval is granted on this petition. Following further discussion of the position of the Planning Board, Mrs. Brown agreed to draft a letter of Planning Board recommendations for consideration of the Board on Feb. 17. Mr. Robert Mann was present during the discussion of content and direction of Planning Board report on the St. Brigid rezoning pro- posal. Mr. Mann answered questions concerning the preparation of a legally binding instrument, subject to the rezoning, for the conservation easement on the site. It was voted to instruct Mr. Briggs to prepare a draft of a favorable Planning Board report for adoption, revision or rejection by the Board. ST. BRIGID REZONING The Board reviewed the information presented at the Wm. Hartery public hearing on February 8, 1973. Following discussion, it was HARTERY agreed to authorize Mr. Briggs to draft a report basaton suggestions REZONING and recommendations of the members stating opposition to the rezoning to CS of the Lincoln St./Marrett Rd. parcel. The preliminary subdivision plan for land at Rte. 128/Hobbs Brook Basin at the Waltham line, submitted by C-R Trust on Jan. 29, 1973, CR TRUST was reviewed. Mr. Briggs reported on his conference with the Waltham SUBDIVISION planning director regarding conditions for availability of water and sewer lines from Waltham, dependent upon re -design of the intersection of Tracer Lane and Trapelo Road by the developer. Planning Board approval of the plan will be conditional. upon receipt of evidence from the developer that these services will be provided by the city of Waltham. Mr. Briggs will inform the developer of this decision. It was decided that necessary revisions to the Town Wetland Protection Map will be made at a Planning Board work session scheduled for WETLAND MAP REVISIONS page 3 2.12.73 Saturday, February 13. The map is to be published in the Lexington Minute Man on Feb. 22. Upon a motion duly made and seconded, it was VOTED: To go into executive session for discussion of matters the disclosure of which could adversely affect the financial EXEC.
